Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the ST-APF-W6A6AA INSCOM, SECURITY RESILIENCY ACTIVITY, U.S. Army Intelligence and Security Command, Security Resiliency, Activity, ACOFS, G-2, PSI-CTR of Excellence DS: Aberdeen Proving Ground, MD.

Responsibilities

  • Serves as Security Specialist with full administrative responsibility for carrying out personnel security work.
  • Responsible for the administrative receipt and processing of personnel security background investigations of individuals assigned to or supporting sensitive, critical, non-critical positions and/or duties
  • Interprets personnel security regulations for subordinate and senior level staff.
  • Conducts complex and high priority special assignments at the direction of leadership involving extensive research, fact finding, and analysis on a variety of high-level subjects of critical importance to the organization.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • TDY will be required 10% of the time.
  • Must be able to obtain and maintain a Top Secret security clearance based on an T5 investigation with eligibility for sensitive compartmented information (SCI).
  • All members of INSCOM may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. (See additional information)
  • Must submit to participate in the Defense Security Service?s Security Professional Education Development (SPeD) program, attaining a minimum of Security Fundamentals Professional Certification (SFPC) (See additional information)

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience with security directly related to background investigations and security access approval or denial. . Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. (GG/GS-05).

OR have successfully completed a Bachelor's Degree that is closely related to the position; OR a Bachelor's Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position;

OR a Bachelor's with Superior Academic Achievement as defined by OPM; OR a Bachelor's Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). (NOTE: You must attach a copy of your transcripts for verification). Closely Related: A degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled.

OR have the specialized experience as described in A, but less than one year; and have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Must submit to participate in the Defense Security Service's Security Professional Education Development (SPeD) program, attaining a minimum of Security Fundamentals Professional Certification (SFPC) within one year of achieving the targeted grade level (full performance) which is GS-11.
  • THIS IS A DEVELOPMENTAL POSITION HIRING AT THE GG-07 ONLY WITH FULL PERFORMANCE LEVEL (FPL) TO THE
    GG-11.NOTE: Current Department of Army employees at the full performance level of this series who apply to the
