Summary

The incumbent serves as Dari Radio and TV Managing Editor in the Afghanistan Service of the South and Central Asia Division of the Voice of America. Incumbent is responsible for general supervision of employees and all operational aspects for the service's Dari Radio and TV broadcasts.

Responsibilities

Duties include, but are not limited to:
Manages and supervises Dari Radio and TV team leaders, producers, anchors and overseas stringers, assigning them work as news events dictates and financial resources permit. Determines staff assignments, including original television stories, adaptations and language production.

Develops programming that is attractive and competitive in the media market where the programming is intended to air and meet deadlines.

Initiates, conceptualizes and develops the Afghan Service Radio and TV formats, such as newscasts, special news feeds, feature programs and others.

Assists the Afghan Service Chief in providing editorial direction for overall coverage of Dari Radio and TV news and events ensuring that trends in the target area are observed.

Hears and resolves employee complaints; effects minor disciplinary actions and proposes serious disciplinary actions, (i.e. suspensions, removals), involving subordinate employees; and identifies needs and arranges for needed training for personnel within the organization.

  • This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period.
  • The full performance grade level for this position is GS-13.


Qualifications

For the GS-13 grade level: Applicants must have one (1) year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector AND fluency in the English and Dari language which demonstrates ability to communicate orally and in writing.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the line of work of the position to be filled.

Applicants' experience must show the following:
  • Demonstrated experience in applying the principles and practices of radio, TV and multimedia journalism;
  • In-depth knowledge of radio and TV programming in order to tailor products to the special programming needs of broadcaster and distributors; and
  • Knowledge of management principles, practices with skill in applying these skills to the supervision of staff.
