Responsibilities

  • Performs the full range of recruiting and staffing support related to filling senior executive level positions.
  • Manages appointment packages for Executive Resources Board (ERB) Case Review meetings and Office of Personnel Management (OPM) approval.
  • Develops , implements, and provides operational guidance on programs and procedures related to Executive Pay and Performance Systems.
  • Responsible for Pay Pool and Performance Review Boards (PRBs) processes.
  • Serves as the DCAA operational subject matter expert on DCAA Executive Compensation.
  • Conducts quarterly evaluations/reviews of the Headquarters HR operational programs.
  • Responsible for all SES data calls and operational Standard Operating Procedures (SOPs); Prepares memoranda, letters, and drafts correspondence for signature of senior level management up to and including the DCAA Director.
  • Provides program communication to ensure program areas are publicized and customers remained informed; prepares and gives presentations on program areas to all levels of DCAA.
  • Represents the DCAA Human Resources Program with a variety of internal and external officials.; establishes, develops, and maintains contact with officials from WHS, DoD, and OPM.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience:

You must have one year of specialized experience at the GS-12 level in the Federal service, or comparable in difficulty and responsibility if outside the Federal service. Specialized experience must be documented in your resume. Specialized experience is defined as: 1) providing comprehensive management advisory services on Federal civilian recruitment, examination and placement related to Senior Executive Service (SES); 2) developing and implementing guidance on programs related to Executive Pay and Performance Systems and Pay Pool and Performance Review Boards (PRBs); 3) developing and presenting recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems; 4) utilizing human resources data systems and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness; 5) experience in writing and/or editing a variety of materials for higher level review and approval (e.g. appointment/compensation packages, performance management packages/reports, and executive memorandums/correspondence.)

Writing Sample: You may be asked to provide a copy of a writing sample during the evaluation and selection process. An example of writing skills is demonstrated by briefs, memorandum, and/or letters. Regardless of the number of writing samples submitted, the page count on all writing samples combined cannot exceed 10 pages in length. Extracts of selected sections of larger documents are acceptable.

Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed.

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.

Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment.

Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP.
