Summary

This position is located in GAO's Chief Administrative Office, Business Process Analytics group (BPAG). The CAO implements agency-wide programs & oversees operations including human capital, financial, infrastructure, security, IT, professional development program, labor management, workforce planning, and internal communications. The BPAG team performs analysis and program evaluations on efficiency and effectiveness of policies, programs, and operations in support of CAO functions.

Responsibilities

As a Management and Program Analyst, the incumbent serves as the Internal Survey and Evaluation (IS&E) Coordinator for GAO. The duties include:
  • Leads the internal survey and other program and practice evaluation (IS&E) services; serves as IS&E Coordinator. Implements IS&E services that support GAO leadership and offices across the agency on survey needs for internal operations. Prepares action plans and schedules for various phases of survey and evaluation projects to include both short and long-range goals; ensures the selection of appropriate methodology and survey requirements are met to be consistent with customer requirements. Serves as technical lead and contract manager for GAO Employee Experience Survey.
  • Leads the research, evaluation, design/re-design (to include pre-test), implementation, analysis, insight development, and reporting. Based on thorough knowledge and understanding of survey program objectives, works with relevant systems owners and data stewards to ensure proper understanding of data elements and sources. Advises on data collection options that optimally support project goals and leads the data collection efforts.
  • Designs surveys using the Qualtrics survey platform. Develops programs using a variety of analytical tools, such as Qualtrics, SAS, Stata, R, or Python to perform data analysis. Performs electronic data testing to assess accuracy and reliability of the data, documents analytical methods, and interprets results.
  • Conducts data analyses. Provides expert advice and consulting on how data should be collected for internal survey needs. In collaboration with internal customers decides on scope, form, content, and depth of analysis. Prepares, cleans, format, and analyzes data to determine patterns or trends; creates visualizations to display insights both numerically and graphically; and presents high-level insights and resulting actions to key stakeholders. Coordinates with technical and non-technical staff in support of analysis and to deliver analytic solutions and negotiates appropriate data use issues when they arise. Communicates data issues to technical and non-technical stakeholders to ensure the analysis complies with the desired objectives. Selects, refines, and organizes factual information and analysis on survey findings.
  • Presents findings and recommendations orally and in writing. Prepares executive summaries and briefings for top executives and briefs them when requested. Prepares documents, written reports, plans, and presentations to support analysis, including providing information to GAO leadership in the form of statistical reports, summaries, and charts. When applicable, collaborates with ISTS other end-user communities to develop dashboards, user-friendly interfaces, and other functional tools that increase ease of access and use.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band, equivalent to the PE-IIA, PT-II, or GS-13 level in the federal service. Specialized experience is defined as demonstrated experience in assisting with the design, development and/or implementation of surveys created to obtain information for data analysis; analyzing program, survey, and/or technical information to improve operations and business processes; identifying trends and making recommendations; and presenting findings through written reports and/or presentations.

  • Expert knowledge in research methods and techniques such as: survey and research, structured interviews, focus groups, case study design, and statistical programming and analysis for developing and fielding surveys and similar methodologies used to collect primary data
  • Skill in conducting descriptive and statistical analysis using data analysis software applications, to include Qualtrics, SAS, Stat, R, and/or Python, to manage, and analyze large and complex data files and prepare reports.
  • Knowledge of quantitative and qualitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs.
  • Expert knowledge of project management principles to ensure timely completion of assignments with available resources. Ability to plan and execute analytical assignments, and develop and implement new analytic methods, approaches and procedures to improve operations within CAO and throughout GAO.
  • Ability to communicate effectively, both orally and in writing, in order to convey technical content and sensitive concepts and issues to both technical and non-technical colleagues at all levels in a clear, concise, and balanced manner.
