This position is located in the Technical Support Division of the VOA Operations Directorate. The incumbent will be the Supervisor of the Broadcast Maintenance Service.

Responsibilities

Duties include, but are not limited to:
  • Forecasts, plans and manages a comprehensive, internally reportable management budget for equipment maintenance costs and other annual fixed costs required to support the operation.
  • Directs and manages the Broadcast Maintenance Service and activities within the service in coordination with the division director's policies and practices.
  • Makes immediate and independent decisions affecting the Service's operations and takes preventativeĀ· or corrective actions during any emergency that might cause interruption to VOA broadcasts.
  • Writes, prepares, issues, and reviews requests for proposals (RFPs) and Statements of Work (SOW), and participates in the evaluation of those proposals received. Maintains familiarity with the Federal procurement system in order to effectively interface and coordinate work with the Office of Contracts.

  • This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period.
  • The full performance grade level for this position is 14.

Qualifications

Applicants must have one year of specialized experience equivalent to the next lower grade level (GS- 13 ), which is directly related to this line of work. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Listed below are the experiences, skills, abilities, and knowledge, which MUST be addressed within the applicants resume in order to be considered:
  • Demonstrated experience working as a management official, directing the support and administration of a technical staff responsible for maintaining complex technical systems and equipment including the support of critical 24/7 broadcast systems;
  • Demonstrated ability to forecast, plan, and manage both human and financial resources. as well as the ability to determine, needs plan, and acquire technical support systems and services for broadcasting systems;
  • Familiarity with the procurement system such as the federal procurement systemto effectively interface and coordinate with the Office of Contracts for the procurement of equipment and services;
  • Proven ability to work under the pressure of deadlines and to function effectively as part of a broadcast team.
