Summary

As a National Bank Examiner (MCBS Liaison), you will serve as a senior expert on Midsize and Community Bank Supervision (MCBS) bank supervision programs, activities and operations by planning, organizing, implementing and directing the development and implementation of MCBS bank supervision and other policies and programs.

Responsibilities

As a National Bank Examiner (MCBS Liaison), you will:
  • Identify and help resolve challenging and emerging examination, supervisory and regulatory issues; and develop appropriate proposed courses of action or programs to address the issues. Identify the impact of new or revised regulatory laws and regulations to proactively develop and implement examination programs to address the changes by analyzing MCBS units' group performance and providing feedback to the Deputy Comptrollers.
  • Work with the Senior Deputy Comptroller (SDC) for MCBS and the MCBS management group to develop overall MCBS goals and objectives and work with other OCC departments and divisions by implementing plans, monitoring the implementation, and resolving implementation issues.
  • Represent the SDC for MCBS in interagency regulatory committees, internal supervisory meetings and with external entities such as FRB, FDIC and other government regulatory agencies.
  • Lead and participate on task forces and undertake projects at the direction of the SDC for MCBS by developing strong relationships among peers, and employees within the field and Washington.
  • Provide expert advice to the SDC for MCBS, Deputy Comptrollers for MCBS, and other headquarters units on bank supervision issues. Advise the SDC for MCBS on current examination and other supervisory issues.

  • This position requires a National Bank Examiner (NBE) commission reflecting the incumbent is authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel overnight or locally on a frequent basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an Executive Branch Confidential Financial Disclosure Report (OGE 450) and an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level. Examples of specialized experience for this position include:
  • Managing or leading bank and thrift supervisory programs or processes; OR
  • Serving as an advisor or consultant to management on bank and thrift supervisory problems, issues, and other technical matters.

AND

Selective factor: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • Applicants may apply under OCC's Alternative Location Arrangement for long term travel and will be subject to the provisions of the Alternative Location Arrangements PPM 3110-53.
  • The applicant is expected to be onsite at OCC Headquarters in Washington, DC a significant amount of work time (up to 50% of the time if the selectee is in an alternative location arrangement).
  • If in an alternative location, the applicant is expected to be at OCC headquarters no later than noon on the first workday, departing no earlier than noon on the last workday and under normal circumstances there should be no travel on Sunday.
