Responsibilities

You will:
  • Use program evaluation techniques to analyze and develop information for decision makers to increase the effectiveness and efficiency of program operations;
  • Develop and apply analytical approaches, methodologies, concepts and techniques to plan and carry out studies/projects to assist the organization in program planning, measurement, or progress evaluation;
  • Revise current or proposed policies, laws, regulations or administrative procedures with far-reaching scope and impact and make decisions and recommendations which significantly change, interpret, or develop important Agency programs;
  • Gather and evaluate programmatic data to develop recurring or special reports, prepare executive briefings and similar materials for use by management in carrying out and reporting on program accomplishments.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full time experience equivalent to the GS-11 level defined as conducting projects and/or studies to evaluate program performance and efficiency.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Ability to evaluate program performance results; 2) Skill in developing recommendations to increase program efficiency; 3) Ability to analyze programmatic data; 4) Skill in applying performance based management; 5) Ability to use analysis to make recommendations to management; 6) Skill in communicating technical information to non-technical audiences; 7) Skill in written communication; 8) Skill in oral communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

You will be evaluated for this job based on how well you meet the qualifications above.

-- Performance appraisal - You are required to submit your most recent completed annual performance appraisal, dated within the last 18 months (if it is not dated within the last 18 months, or you have not received a performance appraisal, you must upload a signed/dated explanation why). NOTE: You only need to upload the page that shows the overall rating and manager/supervisor's signature, not the entire document. If your performance appraisal was conducted virtually, a supervisory email certifying your end-of-year review/rating was completed and the date it occurred is acceptable documentation in lieu of the supervisor's signature on the performance appraisal document; the overall rating must also be provided on either the email or the performance appraisal document.
