Summary

This position is located in the Air Traffic Organization (ATO), Safety and Technical Training Service Unit, Safety Directorate, Safety Services Group (AJI-1500). This Group is responsible for analyzing reports and data to formulate corrective actions for continuous improvement, and serves as collaborative liaisons between different lines of businesses.

Responsibilities

Apply advanced technical knowledge of National Airspace System (NAS) equipment, procedures, or safety interventions, including their interrelatedness and functions, to develop policies, processes, equipment, and training to mitigate identified safety issues. In this capacity, he/she directs and manages technical and non-technical staff and ad-hoc interdisciplinary technical teams who evaluate and analyze data, investigate events, policies, processes, equipment, and training to identify non-compliance and safety gaps. This work is critical to the safety of the NAS and the flying public.

Utilize skill and expertise applying program/project management principles to formulate positions and to establish and mange financial, business and planning activities that support accident and event investigations. He/she defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for his/her organization. Manages budget and performs critical aspects of the budget planning process, including projecting short and long-term future needs and justifying resource requirements. He/she plans; communicates the Group's vision and objectives; sets priorities; assigns tasks and responsibilities; monitors and evaluates performance; coaches and develops employee capabilities; approves leave; and takes, recommends or approves corrective/disciplinary actions, as appropriate. He/she uses coaching skills to train staff, to improve workplace and to engage in conflict resolution. Actively promotes, supports, and participates in the Federal Aviation Administration's (FAA) Equal Employment Opportunity and Diversity Programs.

Apply advanced technical knowledge of the NAS and Safety Management System (SMS) to assess services, report findings, and recommend actions to reduce risk. He/she oversees and directs team members in the research, evaluation, and preparation of detailed analysis of Unmanned Aircraft System (UAS), NAS equipment and procedures and related safety data. Using experience analyzing data developed through multiple safety reporting processes and corrective action requests, he/she manages and directs the development of Corrective Action plans that address safety hazards in the NAS. He/she develops innovative approaches to resolve highly complex problems related to the SMS. He/she directs the evaluation of safety barriers and mitigations to determine their effectiveness and relevance and to develop innovative approaches to resolve highly complex problems related to technical operations safety issues.

He/she has frequent contact with customers, including FAA senior executives, leaders of the aviation industry, and other external stakeholders such as other federal agencies and representatives from Congress. He/she participates in planning efforts that cross organizational lines within the ATO and the FAA. He/she communicates the Directorates vision and organizational objectives to stakeholders and customers throughout the FAA. Has authority to make commitments within guidelines and works with senior management to identify and jointly solve problems.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FV-J or FG/GS-14) in the Federal government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

SPECIALIZED EXPERIENCE is defined as:
  • Experience applying program/project management principles to formulate positions and to establish and oversee financial, business and planning activities.
  • Experience analyzing reports and data to formulate corrective actions for continuous improvements to the National Airspace System (NAS) operations.
