Responsibilities

This position is located in the Air Traffic Organization (ATO), Safety and Technical Training, Director of Technical Training, Training Technologies Group (AJI-2100). This group is responsible for ensuring standards, technology management, and acquisition outcomes for technical training are in compliance with FAA policy.

As a Management and Program Analyst, he/she applies expert knowledge of analytical and evaluative methods and techniques to develop project plans and a strategy to manage complex and challenging programs using commonly accepted project management tools. Under the minimal direction of the team manager, he/she provides leadership for highly complex and challenging activities involving the re-engineering of Technical Training's business processes, infrastructure, simulation product and project requirements. This work is critical to technical training and the modernization of the ATO's operational workforce and the safety of the National Airspace System.

As a principle specialist, he/she applies experience as a project team leader over a combined federal contractor team to deliver complex software development and implementation projects. He/she applies experience in program management and strategy development as demonstrated by certification as a Project Management Professional to develop project plans and a strategy to manage and report on project constraints and status. He/she applies skill with skill with business process engineering methods to re-engineer and automate complex information technology related projects. He/she identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.

He/she applies experience using quantifiable techniques to analyze and verify project deliverables and non-deliverables, data requirements and customer supplied data. He/she applies using a variety of automated software programs, such as Microsoft Office Suite, Microsoft Project Server and other spreadsheet, graphics and word processing programs to prepare documents, reports and presentations and to track planned project milestone dates and variance from planned cost, schedule scope. He/she analyzes and develops guides for directing and controlling projects and for creating a framework for integrating activities essential to the development of technical training strategies and the acquisition of operational training products or services. He/she uses experience developing technical requirements for requests for proposals and project plans to analyze alternatives. He/she works with technical specialists in testing, evaluating and implementing training technology systems and to participate in configuration management and system owner meetings.

He/she interprets federal acquisition management system guidelines to outline technical training acquisition strategy objectives and constraints. He/she analyzes and evaluates industrial processes and products to improve acquisition methods. He/she establishes the budget and schedule and develops the project resource and stakeholder involvement plans.

Contacts are internal and external and include representatives from ATO operational service units, FAA contracting organizations and industry. He/she consults with technical and specialized subject matter experts to evaluate air traffic training needs and to identify methods of enhancing and ensuring greater employee engagement. Collaborates with FAA organizations to learn and share industry best practices. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Although broad policies and objectives provide general guidance for addressing issue, he/she is often required to develop new approaches.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

Experience in program management and strategy development as demonstrated by certification as a Project Management Professional to develop project plans and a strategy to manage and report on project constraints and status; AND

Experience delivering a custom software development project as a project team leader over a combined federal/contractor team.

Education

Education cannot be substituted for experience.
