Responsibilities

  • Serve as Acquisition Branch Chief and Senior Acquisition Management Specialist for the Force Development (FD) Directorate within the Office of the Deputy Chief of Staff, G-8 (DCS, G-8).
  • Manage and/or execute activities required to maintain a stable Force Development contracted workforce.
  • Serve as an FD Advisor on Army Acquisition policy and develops Force Development (FD) contracting policies and procedures as requirements change.
  • Integrate tasks applicable to each of these functional areas, as required, throughout the entire process of contract development.
  • Develop and/or mange the annual budget for contracts.
  • Establish productive relationships with FD and G-8 budget personnel to produce a team environment that fosters excellence.
  • Ensures proper preparation, modification and tracking of Purchase Request and Commitments and works with fiscal year budget contracts and agreements.
  • Establish a cost schedule Status Reporting program for tracking and controlling contractor performances based upon the earned value of the contractors efforts.
  • Work with Force Development senior leaders, division chiefs/deputies and technical representatives to develop and implement processes and policies.
  • Lead and/or direct representatives from FD and Contracting Center of Excellence (CCE) in their concerted effort to coordinate, identify and execute FD procurement requirements in accordance with legal guidelines.
  • Determine contracting strategies and/or objectives to effectively meet overall DOD/Army and government objectives.
  • Identifying requirements by analyzing and/or interpreting policies, discussing potential consequences and impacts of alternative strategies.
  • Develop documents required for the Contracting Center of Excellence (CCE) to solicit competitive and administrative contractor proposals.
  • Develop plans, manage and/or execute activities required to maintain a stable Force Development contracted workforce.
  • Resolve unprecedented issues by developing appropriate course of actions pertaining to FD contracting actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires Level III certification in Acquisition Career Field ?Program Management? or the incumbent must be able to obtain certification within 24 months of appointment.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes experience: 1) Developing documentation required for the Contracting Center of Excellence (CCE) to solicit competitive and administrative contractor proposals; 2) Assisting with the development and/or management of the annual budget for contracts; 3) Assisting with senior-level assignments that require highly productive experience in areas such as planning, programming, budgeting, scheduling, financial management, cost/risk analysis, and/or logistics planning.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Education requirement for membership in the Acquisition Corps: Baccalaureate degree from an accredited educational institution and ONE of the following:
  • 24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
  • 24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.
  • 24 semester credit hours in the person's career field and training equivalent (American Council on Education recommended credits) to 12 semester credit hours in the disciplines listed above.
