Summary

This position is located in the District of Columbia (DC) Courts, Human Resources Division, Benefits Branch. The Human Resources Assistant provides information and assistance in the processing of various benefit programs offered at the DC Courts. The incumbents will process and code benefits and personnel actions in the Federal Personnel and Payroll System (FPPS), and maintain official employee records.

Responsibilities

BRIEF DESCRIPTION OF MAJOR DUTIES:
  • Provides service and support related to the administration of the various federal employee benefit program and services.
  • Processes personnel actions to ensure accuracy and timeliness.
  • Codes personnel actions such as, appointments, promotions, resignations, conversions, etc, using automated Human Resources (HR) systems.
  • Reviews personnel action requests for appropriateness and supporting documents; resolves discrepancies and identifies when there is a need for additional information.
  • Coordinates with external and internal payroll staff to facilitate initial coding actions as well as needed corrective actions.
  • Processes and assists employees with completing benefits related forms.
  • Identifies benefit entitlements for new and existing employees based on regulations, employee status and type of appointment.
  • Prepares and conducts new employee orientation.
  • Researches and requests new hire data to update employee records.
  • Assists Human Resources Specialist with imputing retirement data in the FHR Navigator System.
  • Monitors and maintains the Commuter Option program which includes processing Smart Trip Reassignments.
  • Coordinates with External offices to schedule and process employment verifications.
  • Updates and maintains electronic Official Personnel Folders (eOPF).
  • Assists employees by providing general information related to benefits and other Human Resources programs and services.

The safety of DC Court employees, contractors and the public is a top priority. In compliance with the guidelines published by the Center for Disease Control and Prevention, the Courts has maximized its telework flexibilities. The ability and readiness for employees to telework impacts operational requirements and capabilities. This includes having a personal computer, tablet or mobile device which is not shared with secure internet connectivity.

Qualifications

Minimum Qualification:

Grade 7: High school diploma or GED certificate and two (2) years of general administrative experience and one (1) year of experience working in a human resources environment. Attention to detail, exceptional customer service and time management are required. Salary: $49,157-$63,906

Grade 8: High school diploma or GED certificate and two (2) years of general administrative experience and two (2) years of specialized experience. Attention to detail, exceptional customer service and time management are required. Salary: $54,440-$70,775

Grade 9:High school diploma or GED certificate and two (2) years of general administrative experience and three (3) years of specialized experience. Attention to detail, exceptional customer service and time management are required. Salary $60,129-$78,167

Specialized experience is defined as:
  • Coding and processing personnel actions using a federal HR system.
  • Demonstrated skill in extracting and inputting data in various systems such as, but not limited to; eOPF, FHR, GRB, FPPS, EPIC and EMPHR.
  • Knowledge of and demonstrated skill in at least two (2) federal benefits programs.

  • Preferred: College degree

    Equivalent combinations of relevant education may be substituted for general experience.

    Education

    Please note there is a mandatory one year probationary period for all non-judicial new employees.
