Summary

Located in the Bureau of International Security and Nonproliferation, Office of the Executive Director, Technology Division (TD). Serves as senior specialist and expert to the Software Development program lead and a functional expert, leading and/or co-leading teams of government and contract employees dedicated to software and architecture design, development, and implementation.

Responsibilities

  • Manages IT development and maintenance projects required programs to support the needs of the user.
  • Resolves equipment and software compatibility questions. Keeps abreast of emerging technologies to predict future management information systems needs.
  • Performs required testing, troubleshoots, and corrects system and applications software discrepancies. Analyzes, evaluates, and makes recommendations on major aspects of a system.
  • Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Presents clear, concise, and well-structured presentations that address the designated issues.
  • Analyzes complex processes and/or a variety of unusual problems, questions, or conditions relative to the design and/or selection of management information systems and applications software technology.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Investigates, evaluates, and selects tools and methods for improving productivity and software quality throughout the life cycle; thoroughly review various Information Technology (IT) related data/information; ensuring tasks are complete, precise, and accurate for a given IT situation; performs a detailed feasibility analysis for adopting new software design technologies.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance; resolving issues through a problem resolution database; and ensuring customers are properly trained in the full range of features and functions of a system.
  • Oral Communication - Communicates complex technical requirements to nontechnical personnel; prepares and presents briefings to senior management officials on complex/controversial issues; Provides advice, guidance, and recommendations to the enhancement and management of infrastructure and information systems; negotiates agreements, establishes relationships, and represents the program in dealings with other organizations.
  • Problem Solving -Isolates, diagnoses/ and corrects problems that arise in the support, administration, and management of applications, databases, servers, storage, networking, and virtualization that comprise the development network infrastructure. Evaluates the impact of changes in policy or regulations that affect business operations to be automated in order to adjust systems designs to accommodate changes.

  • AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:
    • Experience managing IT development and maintenance projects.
    • Experience performing required testing, troubleshooting, and correcting system and applications software discrepancies.
    • Experience advising management officials on financial and/or compensation systems design and support issues.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-13 position.
