Summary

This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as a Program Manager for one of the many DoD Red Team Programs across the spectrum of Defense Critical Missions. The incumbent will oversee and liaison to the supervisor, the work of a multi-disciplined team responsible for conducting up to seven assessments per fiscal year. .

Responsibilities

As a Program Manager (White Cell) at the GS-0340-13/14 some of your typical work assignments may include:
  • The position is located in the Mission Assurance Department (MA); Nuclear Enterprise Directorate (NE); Defense Threat Reduction Agency (DTRA). The incumbent serves as the Program Manager with responsibility for the management of Red Team (White Cell) operations, and other administrative resources of the NE-MAR Division
  • Provides expert high-level technical advice and counsel to the NE-MAR Division, DTRA Leadership, assessment customers, partners, and other stakeholders regarding Red Team Assessments. Develops policies in coordination with program execution to enable legal, safe, and accurate Red Team Assessments.
  • Develops and manages the execution of all program and project resources (staff, budget, hardware and software, and contractors), complying with all policies and procedures to monitor and control NE-MAR efforts.
  • Provides oversight and leadership to promote and ensure an effective use of resources to achieve organization goals and objectives that meet customer requirements as it relates to mission assurance assessments.
  • The incumbent facilitate the development and execution of Program plans, acquisition planning, and all other necessary budgetary packages to ensure that contractual vehicles necessary to support the Red Team Program are in place and provide the needed technical staff necessary to perform all types of Red Team assessments. Incumbent formulates joint and international assessment program plans, and accomplishes the necessary coordination within and outside the Agency.

  • Emergency-Essential (EE). In event of a crisis situation, must continue to perform the EE duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises.
  • Position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key"
  • Requires pre-employment and annual deployment physical exams. Must meet the physical and medical requirements for deployment before and throughout employment. Position is subject to rotational assignment
  • Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g) (91).
  • Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment Title 18, U.S.C., Section 1001


Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Providing leadership and program management support in Red Team Missions and Vulnerability Assessments.
  • Excellent written and oral communication skills and capable of performing simultaneous actions.
  • Providing supervision and conducting assessments.

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Assisting with program management action plans to include anticipating timeline challenges and bottlenecks, establishing milestones; and establishing working relationships.
  • Excellent written and oral communication skills and capable of performing simultaneous actions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The incumbent or the designated alternate may be required to take part in readiness exercises. Requires pre-employment and annual deployment physical exams. Must meet the physical and medical requirements for deployment before and throughout employment. Position is subject to rotational assignment.
