The Office of Congressional Workplace Rights (OCWR) seeks an individual to serve as an integral part of the organization in the role of the IT Specialist (Project Manager), to manage the overall IT projects and provide technical assistance to the organization and staff. Responsible for day to day oversight of critical elements of the program.

Responsibilities

The IT Specialist (Project Manager) is located in the Office of Compliance Workplace Rights, Office of the Executive Director, and reports to the Deputy Executive for the House.

The individual in this role will primarily perform the following major duties:

Major Duties:
  • Responsible for managing, with service providers, user accounts on the LAN, creating, modifying and deleting users as appropriate, providing access rights to applications, files and system devices.
  • Serves as an expert in Information Technology projects, advises management on major IT product and/or service issues. Develops and implements project management procedures, tools, templates, activities and infrastructures.
  • Manages all IT projects and tasks including application development efforts, systems upgrades and installations, telecommunications, technology outsourcing, IT security initiatives, etc.
  • Demonstrates leadership to define requirements and plan project lifecycle deployment; define resources and schedule for project implementation.
  • Acts as the technical liaison between the office and vendors/contractors; documents office requirements; develops Statement of Work (SOW), Statement of Objectives (SOO) and other relevant proposal/bid package document; evaluates proposals from vendors/contractors and assists in vendor/contractor selection; monitors vendor's/contractor's performance and tracks costs in accordance with contracts.
  • Serves as an intermediary between OCWR and IT merchants in order to negotiate costs, services, deliveries, installations, and warranties.
  • Assists with the development/revision of policies, guidelines and standards for the planning, development, integration, implementation, and evaluation of IT systems and subsystems which meet the overall informational and security needs of OCWR.
  • Provides guidance on office programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.
  • Provides support to office network users by using analytical skills to investigate, identify, and evaluate user problems. Solves user problems by following established or created guidelines, by researching past solutions, or by developing new solutions.
  • Maintains continuous contact with all office/department heads, contractors and other key personnel regarding project issues and status. Briefs key leadership on costs, impact, feasibility, alternative, issue, recommendations and status of project development.
  • Participates with the office directors and other managers in the overall initiation and integration of project management across the IT unit.
  • Leads and facilitates efforts and expertise of a wide range of disciplines with service providers and vendors.
  • Negotiates contract specifications and design changes. Participates in review of bids, contractors' negotiations, and technical and business discussions with contractors.
  • Maintains and monitors the daily backup and recovery of databases; establishes backup procedures and backup restore testing. Ensures that adequate protections are taken to make certain that databases can be recovered.
  • Keeps up-to-date with best IT security practices and programs to ensure compliance with FIPS (federal information processing standards) and OCWR policies and procedures.

A Secret security clearance is a requirement of this position. If you possess a Secret or higher level security clearance, please indicate the level and termination date in your résumé.

Qualifications

Practical knowledge of a wide range of technical, operational, and administrative methods; communication/organization principles and practices; and skill in applying this knowledge to difficult projects.

Project management principle (PMP) certification is desirable but not required.3-5 years of demonstrated IT experience using project management principles, methods, and tools.

Ability to pay attention to details.

Must have excellent oral and written communication skills and the ability to translate technical language to business language.

Ability to identify problems, determine accuracy and relevance of information; use sound judgment and be resourceful to generate and evaluate alternatives, and make recommendations.

Ability to provide excellent customer service working with vendors, colleagues, and stakeholders.

Education

Minimum of a Bachelor's Degree in relevant field.

The selected candidate may participate in the Federal Employees Health Benefits (FEHB) program, with costs shared with your employer. Life insurance coverage is also provided.
