Summary

About the Position: This position is located at US Army Combined Arms Center, The Army University, Army Distributed Learning Program Fort Eustis, VA. Fort Eustis, Virginia is located in Newport News, between historic Williamsburg and Virginia Beach. Local Transportation via the Hampton Roads Transit (HRT) bus service to the surrounding area which includes Hampton, Norfolk, Portsmouth, Chesapeake and Virginia Beach, York County, Gloucester, Suffolk, and Smithfield.

Responsibilities

  • Provide technical advice to support use of existing and emerging instructional technologies and methods.
  • Determine instructional methods, content, media, and delivery based on the information and data obtained in the analysis phase.
  • Determine characteristics for the instructional environment based on performance requirements and program constraints.
  • Advise task proponents and contractors in preparing or modifying Distributed Learning training materials and products.
  • Ensure that policies, procedures, and regulations are adhered to during course development.
  • Monitor contractor and government performance to ensure compliance with the terms of the contract.
  • Develop, test, review and revise instructional materials and content (to include interactive multimedia instruction storyboards) for lessons and courses to meet specific learning objectives.
  • Review task analysis reports to improve training development.
  • Write technical proposals, evaluation factors, statement of work, and delivery orders to support contracted training products.
  • Ensure processes comply with Federal acquisition regulations for contracts.

  • SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Contracting Officer Representative Certificate (COR) - Incumbent must be able to obtain a Contracting Officer Representative training certificate within 6 months from date of appointment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for an Instructional Systems Specialist:

Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience for GS-11: One year of specialized experience which includes: 1) assisting in composing analytical staff correspondence, staff studies, and/or information papers concerning training technology; 2) advising management on all matters related to testing policy and regulations to ensure security compliance with contractual, educational and technical standards for organization; AND 3) assisting in researching and preparing instructions, documents, briefings, and/or reports for contracts and contract modifications on training materials and products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Education.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience for GS-12: One year of specialized experience which includes: 1) composing analytical staff correspondence, staff studies, and/or information papers concerning training technology; 2) establishing and/or coordinating test security procedures to assist proponents in identifying instances of test compromise and the proper procedures for reporting and corrective action; 3) advising management on all matters related to testing policy and regulations to ensure security compliance with contractual, educational and technical standards for organization; AND 4) researching and preparing instructions, documents, briefings, and/or reports for contracts and contract modifications on training materials and products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
