Summary

This position is located in the Department of State, Bureau of Consular Affairs (CA), Office of the Executive Director, General Services Division (CA/EX/GSD). The incumbent provides contract administration, procurement planning, competitive market analysis, and other related contracting services.

This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration.

Responsibilities

  • Performs the full range of contract administration responsibilities including approval of incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders.
  • Reviews contractor performance through meetings, site visits, correspondence, telephone conversations, and review of progress reports. Investigates and resolves contractor delays.
  • Develops procurement objectives in terms of competition and price range and appropriate contractual vehicle, including the use of different pricing arrangements and subcontracting policies.
  • Prepares and reviews required solicitation documents. Reviews and analyzes all elements of price/ cost data in contractors' proposals and makes competitive range determinations.
  • Serves as COR on designated contracts that involves meeting with Project Managers, discussing open positions, needs, qualifications, and other related tasks. Resolves invoice issues.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • One year probationary period, unless excepted by regulation.

  • Direct Hire Authority will be used to fill this position.


Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-12 grade level must meet one of the following requirements to qualify for this position:

A. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university. Qualifying specialized experience must demonstrate the following:

- Experience performing responsibilities related to the range of contracting methods and types to facilitate planning and procurement;

- Experience reviewing and evaluating requests for change orders and claims;

- Experience analyzing and interpreting contract and acquisition regulation; and

- Experience providing effective and responsive customer service

OR

B. Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.

OR

C. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "undergraduate" study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

D. Have 1 full year of specialized experience equivalent to at least the GS-11 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
