The Chief of the Civil Rights Division's (CRT's) Federal Coordination and Compliance Section (FCS) is primarily responsible for establishing the methods, techniques, and procedures to be utilized in fulfilling the coordination and review functions of the Section and for the planning, supervision, administration, and review of work performed by the Deputy Chiefs, attorneys, and professional administrative support staff.

The successful candidate:

Supervises the implementation of three Executive Orders (12250, 13166, and 13160) and enforcement under several federal civil rights statutes, which includes:
  • Overseeing the assignment, monitoring, and reviewing of all work assignments related to the three Executive Orders and administrative investigations of recipients of funds and other assistance from DOJ under civil rights statutes, including Title VI of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972, ensuring that all matters are properly staffed, supervised, and timely considered.
  • Consulting with, advising, and assisting Division sections, DOJ components, and other federal agencies regarding requirements and best practices for investigation, resolution, and referral of complaints, including conducting technical assistance reviews of investigation processes, providing training and technical assistance, conducting joint investigations and resolutions, and facilitating referrals to DOJ for enforcement action.
  • Developing and issuing policy and procedural guidance, models, and coordination regulations regarding civil rights laws covering recipients of federal financial assistance for federal agencies and recipients.
  • Facilitates information-sharing among Division sections, DOJ components, and federal agencies regarding enforcement and implementation of the federal civil rights laws covering recipients of federal financial assistance.

    Oversees the review, response, and approval of federal agency regulations, guidance, and policy under civil rights laws covering recipients of federal financial assistance.

    Oversees outreach activities including provision of training sessions and technical assistance to federal agencies and recipients.

    Coordinates implementation efforts within the Division, Department and/or other federal agencies, when appropriate.

    Meets, coordinates, and fosters good working relationships with the United States Attorneys' Offices, other Department of Justice ("DOJ" or "Department") components, federal agency partners, and civil rights stakeholders.

    Advises and seeks the advice of leaders of national civil rights organizations, civic and community-based organizations, public interest groups, and state civil rights programs in developing policy and promoting cooperation in achieving the goal of nondiscrimination.

    Advises and consults with the Assistant Attorney General for Civil Rights and the Deputy Assistant Attorneys General. Coordinates with the Division's other Section Chiefs and Deputy Chiefs as appropriate.

    Speaks at meetings and conferences to educate other governmental agencies, industry, and/or the public about the work of the FCS Section. Meets and conducts outreach to community organizations and other interested parties.

    Serves as the reviewing official for attorney evaluations.

    Performs other duties as assigned by the Office of the Assistant Attorney General. The above duties and responsibilities require a thorough working knowledge of the Federal government and community organizations.

    You must address how you have demonstrated progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in this job announcement. Qualified candidates typically gain experience of this nature at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. For examples and guidance on writing effective ECQ narrative statements, you are strongly encouraged to review the Office of Personnel Management (OPM) Guide to Senior Executive Service Qualifications . You must use the Challenge- Context- Action- Result (CCAR) model when describing your accomplishments.

    Mandatory Technical Qualifications:

    MTQ 1 - Extensive experience working with one or more of the applicable statutory provisions (i.e., Title VI of the Civil Rights Act of 1964; Title IX of the Education Amendments of 1972; Executive Orders 12250, 13166, and 13160).
    MTQ 2 - Demonstrated experience managing a complex organization, a diverse workforce (including lawyers, non-lawyer professionals, and support staff), and challenging organizational issues while enforcing the law.
    MTQ 3 - Demonstrated experience communicating effectively on complex legal and technical issues through oral and written communication, including the ability to advocate successfully with diverse stakeholders, external partners and individuals or groups having differing and often conflicting interests, on matters related to the successful execution of a large-scale organization's mission, programs and projects.

    The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment.
