Responsibilities

The Administrative Officer serves as the Chief, SSD which encompasses the Finance Section, Administrative Section. The incumbent has responsibility for planning, directing, coordinating, analyzing, and monitoring the Support Services Division activities at the Baltimore VA Regional Office (RO). The incumbent has full responsibility for the timely and cost-effective support services (finance, budget, administration, and facilities) necessary to meet all Regional Office accountabilities including the implementation, development, and management of these program areas. The Administrative Officer serves as a consultant to management on all aspects consistent with current law, VA policies, as well as the policies and regulations of applicable federal agencies (General Services Administration, Treasury Department, the General Accounting Office, etc.). Technical and administrative advice and guidance are provided to all levels of the Regional Office regarding the implications and impact of law, regulations, and policies on program-related actions and decisions. Serves as the technical expert on all fiscal matters concerning the RO's activities, including serving as the RO's Budget Officer. The administrative Officer is also responsible for program and organizational analysis, program oversight, and management improvement studies.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/23/2021.

Time-In-Grade Requirement: You must have at least one year (52 weeks) of federal service at the GS-12 level or equivalent to qualify at the GS-13 level. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is demonstrated by having performed duties related to administrative functions which include planning, directing, and coordinating supportive services of an organization. Specialized experience may have been gained in the following positions: Financial Manager, Budget Officer, or in a position that required you to analyze and evaluate the effectiveness of management programs and controls, operating procedures, or work flow. Candidates must also have demonstrated in their work experience or training that they possess, the qualities to successfully supervise subordinates and to operate and manage a successful Support Services Division. Additionally, candidates must show experience in two of the following areas to be considered minimally qualified:

-Experience overseeing maintenance of buildings, grounds, and/or equipment;

-Experience in facility projects such as renovation of existing space, relocation of a team and/or office, facility improvements, workspace adjustments, minor construction, etc.;

-Experience in administering government regulations relating to environmental, health, safety, and/or security standards;

-Experience with procurement, contracting, and/or lease administration;

-Experience in one or more supportive services of an organization such as records management, property management, inventory of supplies and/or equipment, vehicle management, mail distribution, etc.; providing advice to management officials based on analysis of space and facilities, safety and security inspections, minor construction budgets, etc.;

-Experience in leading which would have been gained as a supervisor, team lead, coordinating several major work assignments, recognized as de facto team leader by peers, project management, etc.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary; some walking and light lifting within the work area may be required.

Supervisory Probationary Period: This is a supervisory/managerial position. If appointed to this position, you must serve a one-year probationary period, unless you have already completed one as a supervisor or manager.
