Summary

This position is located in the U.S. Department of Education's Office of Communications and Outreach. The Incumbent serves as a Management and Program Analyst in the Management Support Unit and reports to the Director of the Management Support Unit. The incumbent is responsible supporting management initiatives within the organization by conducting studies, performing in-depth analysis, and making recommendations for improvements to management processes and procedures.

As a Management and Program Analyst GS-13, you will be responsible for:

Planning, schedules, and conducts projects (including creating timelines, tracking progress) to evaluate and recommend ways to improve work operations in a program or support setting.

Conducts briefings and prepares comprehensive reports, spreadsheets, digital services and other documentation to keep leadership advised of project plans and progress and to communicate findings and recommendations.

Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determine how to resolve them.

Develops work plans, participates in collaborative teams, coordinates, and liaises with cross-functional stakeholders to conduct ad hoc and in-depth analyses and support improvement initiatives.

Qualifications

Specialized Experience for the GS-13:

At least one year of experience equivalent to the GS-12 performing two(2) out of three (3) of the following duties or work assignments:

1. . Experience in managing various projects to design and implement processes (e.g., problem identification, user research, usability testing, product management, front-end development).

2. Experience in conducting analyses and evaluations integrating technical and policy requirements in the design of digital services, visualizations, and presenting results.

3. Experience coordinating data and/or technology projects (e.g., communicating results, recommending changes to established processes or services based on results).

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills, and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Skill in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve work operations in a program or support setting.

2. Skill in oral and written communication, presentation techniques sufficient to write authoritative recommendations, complex reports, and conduct briefings within and outside the organization and agency on all assigned programs.

3. Knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures.

4. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organizational productivity.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. 2. Rating and Ranking

3. Referral and Selection
