Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

• Possess an understanding of engineering fields, principles, and concepts to complete estimates and specifications for military, civil works, and environmental projects and/or programs.
• Operate standard cost estimating and specification writing software.
• Review cost estimates and specifications for quality and completeness and extends consideration to items not included in the estimate and/or specifications, impacting cost, funding, or economics of the project
• Attend site visits to obtain data required to provide detailed cost estimates for projects and/or programs.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The duties of this position requires Travel up to approximately 25% of the time.
• The duties of this position requires the incumbent to possess or obtain and maintain a valid state Driver?s License.
• Work will include physical exertion in terms of walking, climbing, and standing, sitting, lifting, and carrying weights but not in excess of 40 pounds.
• Upon supervisory notification, the incumbent is required to obtain and maintain security clearance up to TS/SCI Polygraph or lower depending on the security clearance requirement of the supported program and/or project.
• If the security clearance requirement is TS or higher, must enroll in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug testing thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes s (1) cost estimating associated with construction projects; (2) specification writing in relation to construction projects; (3) entering cost estimate and specification requirements into software platforms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
