Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Offices of Hearings and Inquiries (OHI), Business Operations Staff (BOS), in Woodlawn, MD.

As a Lead Management Analyst, GS-0343-14, you will serve as the technical consultant on a full range of business operations activities and provide advice and guidance to the BOS Director.

Responsibilities

  • Develop and maintain OHI attrition projections to provide OHI leadership with necessary data to plan for current and future staffing needs as well as potential funding needs.
  • Evaluate the effectiveness of existing policies and review new policy and legislative initiatives for potential impact on OHI.
  • Provide briefings to all levels of management within the Office regarding new and existing administrative and operational policies and procedures.
  • Identify and define management problems and issues and provides alternative approaches and solutions to resolve problems.
  • Conduct studies and prepare analytical reports recommending new and improved methods of operation or use of existing resources and programs. Assess the impact of new policies, procedures and internal business systems on the operation of OHI.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Serving as a technical advisor to OHI management and CMS leadership regarding recruitment activities, succession planning and FTE tracking; (2) Leading, conducting or participating in special projects or studies to assess the effectiveness or impact of current operational policies and procedures; (3) Analyzing issues or problems and making recommendations to resolve them; AND (4)Planning or overseeing staff workload and informing management or leadership of the status or progression of work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
