Responsibilities

As a Project Manager (PM), The PM supports the management of assigned JV data science projects to address complex federal data science requirements including artificial intelligence, business intelligence, collection, management, analysis, visualization, standardization, exchange, and data security challenges. The PM will support the:
  • Agile and scrum project management projects through the NTIS JVP project management lifecycle.
  • Project management, governance, and execution activities, performance tracking, reporting, and stakeholder management of assigned of JVP projects.
  • Project planning and merit-based selection process to choose which JV partner(s) support a respective NTIS data science projects.
  • Federal customer agency POCs to support defining and initiating data science projects.
  • Maintenance of up-to-date knowledge on industry data emerging markets, trends, and technologies.
  • Performs other related duties as assigned.

Qualifications

GS-09:

To qualify, applicants must have one year of specialized experience equivalent to at least the GS-07 level. Specialized experience is defined as experience (with at least 3 of the following): supporting project lifecycle by understanding the customer and project needs then reviewing an integrated solution based on the services available; developing, implementing and all phases of project management activities and lifecycle; interpreting customer and prospect data to grow a service with data and information projects; understanding financial analysis of projects to include reporting, budgeting and burn rate; and developing and presenting solutions to a working level.

OR

Master's degree or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree

GS-11:

To qualify, applicants must have one year of specialized experience equivalent to at least the GS-09 level. Specialized experience is defined as experience (with at least 3 of the following): reviewing customer needs then providing feedback on integrated solution based on the services available; training in developing, managing and implementing effective integrated projects using methodologies such as Agile; reporting on budgeting of sales and cost analysis and the ability to develop and present solutions to internal customers.

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. *Ability to support the development and maintenance of prject planning artifacts related to sprint planning, project scheduling, cost estimates, performance tracking, and reporting

*Ability to support the management and monitor project cost, schedule, resource, and performance risks

GS-11:

*Skill in executing the analysis and development of customer problem statements, user stories, and use cases, which identifies and defines the agency's challenges and potential Joint Venture (JV) data project, using Human-Centered Design Principles

*Skill in executing Agile and Scrum Project Management and the Project Management Lifecycle

*Skill in executing the development of project scope, project charters, preliminary cost estimates, preliminary project schedules, and success factors

*Skill in executing the engagement, coordinate, and management of Integrated Project Teams (IPT) as needed for project development support

*Sill in executing the management and monitor project cost, schedule, resource, and performance risks
