Space and A' Launch A' Division (S&L) provides technical and programmatic support to coordinate and execute program office acquisition, A' payload engineering, vehicle engineering, adjunct payload accommodation, and integration, test and launch functions for spacecraft and adjunct payloads. A' The Division includes the COTRs for two collection segment acquisition contracts each valued at over $10 billion. S&L Division requires an experienced engineer familiar with Space systems acquisitions to provide direct support for a major program Contracting Officer Technical Representative (COTR). A' The contract procures satellite vehicles and all associated ground control equipment. A' Prior experience as a COTR for the acquisition of aA' major space system A' is desired. Candidate should A' possess aA' broad acquisition experience in contract management and associated aspects to include managing the award fee comment collection and review process to include review boards, CDRL requirements generation & review, programming & budgeting, earned value assessment, proposal evaluation, government furnished A' equipment/information tracking & updates, and facilitating monthly program management reviews & associated executive side sessions. A' A' Prior spacecraft or associated ground segment development, production, integration or test experience is highly desired as is previous experience working in the NRO. A' The following tasks are representative of those that will be accomplished at the request of the customer: A cents € cents A' A' Provide primary support, as required, to the program COTR A cents € cents A' A' Analyze performance, cost and schedule metrics -review for accuracy, reasonableness and achievability A cents € cents A' A' A' Assist the COTR in A' identifying, tracking, evaluating and mitigating program technical, financial and schedule risks -assist COTR in A' managing program office Risk Management Board submissions/actionsA' and participate in the contractor risk management Process A cents € cents A' A' A' Establish and/or maintain A' processes to track and report progress on the accomplishment of all contract actions A cents € cents A' A' Establish and maintain processes to track and report progress on the review and approval of contractor submitted Contract Data Requirements List items A cents € cents A' A' A' Establish A' and maintain Government Estimate at Complete (GEAC) inputs A cents € cents A' A' Collect, evaluate, edit and organize award fee inputs from all sources for review and action by the COTR A cents € cents A' A' Assist the COTR in working closely with the prime contractor and subcontractors to ensure program objectives are achieved within stringent cost, schedule, and technical performance requirements A cents € cents A' A' A' Review complex technical design documentation andA' provide formal and informal feedback to the COTR and other customer personnel A cents € cents A' A' Evaluate contractor Engineering change proposals, prepare and document draft Technical A' Evaluations and negotiating positions for COTR approval A cents € cents A' A' A' Provide formal and informal feedbacktothe COTR on all aspects of program status A cents € cents A' A' Other duties as specified by the COTR A' A' A' *Qualifications* TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.
