Job ID: 215548 *Location: * CHANTILLY , VA , US *Date Posted: *2021-04-13 *Category: *Engineering and Sciences *Subcategory: *Systems Engineer *Schedule: *Full-time *Shift: *Day Job *Travel: *Yes, 25 % of the Time *Minimum Clearance Required: *TS/SCI with Poly *Clearance Level Must Be Able to Obtain: *None *Potential for Remote Work: *No *Description* SAIC is seeking a Systems Engineer / Acquisition Specialist to provide systems engineering and acquisition assistance within an NRO System Program Office (SPO) for planning and executing a new satellite Major System Acquisition (MSA).A' Duties will include supporting the execution of the three (3) on-going Phase A development contracts, preparing the Request For Proposal (RFP) for the award of a single follow-on development/production contract, and preparing the SPO to conduct the proposal technical evaluation. Key duties/responsibilities include, but are not limited to the following: * Work in an interactive team environment with Government customer leads, spacecraft developers, and other subject matter experts. * Apply acquisition knowledge to support the execution of three (3) on-going Phase A development contracts * Prepare any RFPs to support changing requirements (eg ECPs) * Assess contractor proposals for accuracy and compliance with requirements established in the RFP.A' Evaluate Basis of Estimates (BOEs) for consistency and accuracy regarding assumptions, methodologies, and value to the customer * Ensure GFI is provided on schedule to support the development contractor needs * Prepare Acquisition Strategy Plans, Justification & Approval (J&A) documents, and briefings necessary to release RFPs to industry * Apply acquisition knowledge to manage and assist in preparing the documents for a large scale satellite development & production Request For Proposal (RFP) for a follow-on contract * SOW, CDRL, DIDs * Award Fee plans and Data Rights documents * Apply acquisition knowledge to lead the preparation planning to execute the customer's upcoming Technical Evaluation. * Act as the primary interface to organize the Government team to: execute the technical evaluation, prepare and consolidate Fact Finding Questions (FFQs), disposition FFQ responses, accumulate BOE adjustment recommendations, support the Contracting Officer's preparations for negotiations and Contracts Review Panel (CRP) presentations * Travel within the US 1 time every other month for approximately 4 days per trip (TBD - when regular travel resumes). *Qualifications* TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experienceA' A' * Bachelor's Degree in Engineering or other related field * 9 or more years of experience working in satellite system program office or a satellite development facility * Experience preparing RFP packages. (eg SOWs, CDRLs, Award Fee Plans) * Familiarity with Intelligence Community organizations * Self-starter, requiring no supervision * Excellent written and oral communication skills *Desired Qualifications:* * Familiarity with NRO acquisition processes and experience in successfully executing them. * 12 or more years of experience supporting the Government with acquiring NRO systems * Current PMP PMI Certification or DoD DAWIA Program Management Level 3 Certification * Proficiency representing complex data in high level Microsoft PowerPoint presentations tailored to specific audiences * Ability to respond to short suspense with minimal supervision to interpret and execute technical direction, analyze data, develop conclusions and draft recommendations for courses of action SAIC is a premier technology integrator solving our nation's modernization and readiness challenges.
