ADDITIONAL INFORMATION: This position serves as a Geospatial Analysis Course Manager within the GEOINT Learning Division in the Geospatial Analysis Learning Branch (HDNGA) of the National Geospatial-Intelligence College (NGC) based from the NGA Campus East (NCE). Duties include, but are not limited to: instructing fundamental, intermediate, or advanced GIS course at NGA Campus West (NCW), NCE, and customer locations both foreign and domestic. The incumbent will provide subject matter expertise in geospatial analysis and GIS to NGA, the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG), foreign partners, and assume the role of course manager for assigned existing and newly developed curriculum developed within and for HDNGA. The incumbent will work with a highly motivated and collaborative team of government course managers and contract instructors who interact regularly with personnel at all skill levels and ranks. Applicants should possess excellent interpersonal abilities partnered with strong written and oral communications skills. Equally important, the incumbent will possess fluency in ArcGIS Desktop or ArcGIS Pro along with a familiarity in Python, Model Builder, and/or OpenSource GIS applications and data formats. Course managers collaborate with tradecraft offices, career services, other course managers, and/or vendors to provide applicable GIS training to the workforce. They instruct, coordinate, and/or manage course delivery, maintenance, and logistics, including classroom setup and equipment shipments to customer locations. Course Managers coordinate annual curriculum reviews for accreditation compliance, accuracy, relevancy, and/or applicability and record required updates in a timely manner. They manage instructor qualifications through formative assessments in accordance with NGC instructor certification policies. They perform trend assessments of managed courses using assessment data then modify their programs based on trends and customer feedback and requirements. SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1. Interpreting and analyzing data using appropriate methods and tools, and presenting the data accurately to answer customer questions and aid decisions making. 2. Demonstrated experience providing geospatial-intelligence (GEOINT) products and services while deployed at mission partner locations. 3. Demonstrated knowledge providing GEOINT products and services and training to analysts at all experience levels. 4. Demonstrated ability to think critically, manage a project, and analyze data in order to create or recommend innovative solutions. 5. Demonstrated experience building positive relationships with internal and external customers while meeting their requirements. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Education, Instructional Systems Design, Instructional Technology, Human Performance Improvement, Adult Learning, Adult Continuing Education, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the development and implementation of learning strategies and solutions, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the development and implementation of learning strategies and solutions, or a related area that demonstrates the ability to successfully perform the duties associated with this work.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Documented knowledge of GEOINT software/tools such as ArcGIS Desktop and ArcGIS Pro. 2. Demonstrated ability to communicate consequence and relevance towards improving assigned missions. 3. Demonstrated leadership and community engagement with GEOINT stakeholders, subject matter experts, and integrated teams both internal and external to an organization. 4. Demonstrated experience using a variety of learning solutions, tools, and technologies to satisfy the needs of adult learners.
