This position is located in the Office of Administration (ADM), Division of Facilities and Security (DFS), Security Management and Operations Branch (SMOB). The supervisor is Denis Brady. This position is Non Bargaining Unit.

This position requires moderate travel.

As the Facilities Security Specialist in the Office of Administration you will implement the Facilities Security sub-program of the Nuclear Regulatory Commission (NRC) Security Program which involves the safeguarding of NRC classified and sensitive unclassified matter and the assurance of adequate physical protection of NRC Headquarters, Regional Offices, contractors, licensees and other facilities; recommends new and revised policies, standards and procedures to assure the efficient operation of the Branch.

Other duties include but are not limited to:

1. Oversees and assures the installation of intrusion detection, camera and access control equipment for NRC Headquarters\Facilities buildings by coordinating with vendors and ensuring that projects are completed on time and according to federal government standards.

2. Monitors procurement actions which involve classified matter. Discusses with other SEC branches and other NRC offices the recurring aspects of such procurements in order to assure classified matter associated with such contracts is properly protected. Approves procurement actions when security requirements have been met.

3. Maintains cognizance of new statutes, Executive Orders, directives and Presidential decisions that impact or may impact on the NRC Facilities Security Program. Analyzes and evaluates the impact on the NRC Security Program and operations and prepares appropriate revisions to NRC facilities security directives and other security publications. Staffs facilities security directives and interprets and explains impact for other NRC program offices.

4. Conducts briefings to Presidential Appointees, Senior Executive Service members and Division Directors on all facets for security policy and plans for NRC facilities.

5. Maintains and utilizes working knowledge and demonstrates application of Federal laws (Atomic Energy Act of 1954, as amended; Energy Reorganization Act of 1974, as amended; and relevant portions of Title 18, U.S. Code); Executive Orders 10865 and 12356; pertinent directives (e.g., Director of Central Intelligence, Information Security Oversight Office and National Security Council); bulletins, manual chapters and other government agency issuances in order to apply them to the implementation of the NRC Facilities Security Program.

In order to qualify for this position, in addition to the basic requirements you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience for the grade 12 is equivalent to the next lower grade (GS-11) and is defined as demonstrated experience working with Federal Identity, Credential and Access Management (FICAM) projects; maintaining working knowledge of facility security policies, standards and procedures, and have experience in National Industrial Security Program Operating Manual (NISPOM) policy. In addition, providing assistance in safeguarding matter and the assurance of adequate physical protection of personnel and facilities.

Specialized experience for the grade 13 is equivalent to the next lower grade (GS-12) and is defined as demonstrated ability to provide oversight of Federal Identity, Credential and Access Management (FICAM) projects which includes installation, technology upgrades, and end of life system replacements; maintain working knowledge of and develop facility security policies, standards and procedures. In addition, have experience in National Industrial Security Program Operating Manual (NISPOM) policy, safeguarding classified and sensitive unclassified matter and the assurance of adequate physical protection of personnel and facilities.

The ideal candidate will be able to demonstrate the following:

1. Interdisciplinary knowledge of the principles, theories, and practices of physical, Interagency Security Committee standards, Federal Identity, Credential and Access Management (FICAM), National Industrial Security Program Operating Manual (NISPOM) policy and best practices for the protection of Federal facilities.

2. The ability to engage in decision making regarding: physical security assessments; operational issues for complex security programs and systems such as access controls for Federal Identity, Credential and Access Management (FICAM) compliance and closed circuit television (CCTV) systems and/or designing security systems for co-located and distant facilities.

3. Knowledge of industry standards and (Federal) regulatory requirements, policies, practices, and programs applicable to facility security, information security, industrial security, and security operations. Experience in responding to facility emergencies and performing safety and security related duties.

4. The ability to plan and conduct complex and innovative security and safety exercises. Including the ability to develop and implement successful approaches to problem solving and conflict resolution with multiple internal and external stakeholders.

5. The ability to communicate complex technical issues, especially those associated with Federal facilities security, physical security and industrial security, clearly, both orally and in writing.

If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
