Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, United States Border Patrol

The salary range for this position is $132,552 to $199,300.00 per annum. The total compensation package includes other benefits and options.

Total employer paid contributions are worth approximately $20,000 - $27,000 excluding paid vacation and sick leave, paid holidays, and performance-based bonuses.

Responsibilities

As Executive Director, Mission Readiness Operations, in the U.S. Border Patrol (USBP), you will fully participate with the Chief and Deputy Chief of the USBP in the planning, development, coordination, implementation, evaluation, and leadership of administrative programs and activities in the USBP. You will lead a workforce in the delivery of finance; programming; workforce management; recruiting; employee resiliency; agent support, equipment, and training; facilities management; procurement; property management; IT infrastructure; and IT hardware support, nationwide. This includes developing, coordinating, and issuing guidance, oversight, and resourcing, to enable USBP's national border security mission.

You will lead the creation of detailed Office of Management and Budget (OMB) and Congressional justifications for the annual U.S. Customs and Border Protection (CBP) Departmental submission and annual expenditures. You will also brief Congressional Appropriations personnel and OMB. You will plan and develop USBP programming and budgetary policy.

As Executive Director, Mission Readiness, you will establish USBP policy and strategy for nationwide procurement, property management, administration, and accountability, in compliance with CBP and Department of Homeland Security Acquisition and Asset Management guidance and authorities. You will ensure a system of accounting and reporting for resource readiness related to property, equipment, training, personnel, and services on a national scale.

Technical Qualification - Mandatory

Knowledge of and ability to manage a variety of complex administrative management programs (e.g., financial management, logistics management, procurement, human capital management, information technology management, facilities management) for a large organization.

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/retention in the position. A security clearance is required.

Drug Testing: This position has been identified as a Testing Designated Position under the Customs and Border Protection, Drug-Free Workplace Program. Travel: Occasional travel is required.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your résumé will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
