Responsibilities

As a Program Analyst you will be responsible for the following duties:
  • Utilizes a variety of analytical concepts, tools, techniques and methodologies to conduct research and analysis of various aspects of Background Investigation's program and products. This includes studying the processes involved in the conduct of investigations.
  • Determines solutions and recommendations, which impact upon and improve the effectiveness and efficiency of the investigations program. This includes the examination of unexpected events such as delays in processing.
  • Analyzes and evaluates timeliness of cases as well as workload reports to ensure organizational effectiveness and efficiency.
  • Presents study and research findings in a variety of ways to include reports, white papers, and presentations. Results are used by Background Investigation (BI) senior management to make decisions regarding the BI program and often influence the development of new or modified policies and regulations.
  • Produces reports from data contained in PIPS and Dashboard which are used in the analytical process of issues and problems offered by management.
  • Conducts research in order to determine investigative best practices. This entails analyzing such variables as workload, case type, and determining which investigative group is best able to take on new cases.
  • Evaluates the impact of legislative decisions, Executive Orders, and other policies and regulations on the investigative program to determine what processes may require changes or modifications.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Experience using high level skills and abilities in Excel (predictive and forecasting functions), the Background Investigation Dashboard system, and programming knowledge in order to obtain the necessary data points (by developing queries within the software programs or assisting programmers in doing this), manipulate the data, and conduct an analysis of the data in order to develop potential solutions and recommendations.
  • Experience analyzing and researching moderate to complex studies where there often exist numerous variables or high volume or unknown data points.
  • Experience utilizing analytical concepts, techniques, and methodologies in order to perform the complex technical aspects of the study which involve mathematical and/or statistical computations, analytical modeling, and assessment of the findings.
  • Experience communicating both orally and in writing in order to draft and present reports, write papers, and PowerPoint presentations which outline the study undertaken, the methodologies utilized, and an explanation of the findings.
  • Experience with the overall Background Investigation program in order to understand the inner functions, processes, and standards involved with conducting a Federal investigation from start to finish, including the ability to recognize how changes in one in area impact upon others.

Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
