Summary

This position is located in the Government Accountability Office (GAO), Human Capital Office (HCO), Performance and Compensation Management Center (PCMC). PCMC develops and administers GAO's performance management, compensation and leave restoration policies and programs. The Center develops and administers the Student Loan Repayment Program and the Recruitment, Relocation and Retention Program.

Responsibilities

  • Oversees the development, implementation and administration of policies and programs in performance management, compensation, and related programs such as the Student Loan Repayment Program and recruitment and retention incentives.
  • Develops and implements consistent internal policies and procedures that govern the work of the organizational component.
  • Supervises, coordinates, monitors and administers the Center's programs. Plans distribution of workload and ensures appropriate resources are available. Hears and resolves informal complaints from employees, interviews candidates for positions, recommends appointments, and evaluates performance.
  • Works with other GAO program managers to identify strategic objectives, goals and long range plans. Envisions how new products or services can enhance organizational functional capabilities.
  • Coordinates work products or services with HCO managers, subordinate units and with customers, colleagues, and consultants.
  • Identifies needs and oversees the development of statements of work that outline contract functional requirements for business systems development, negotiation, award, administration, and evaluation stages of contracts.
  • Identifies elements of functional specialty area needing improvement and implements changes to maximize the organization's potential and usefulness to GAO. Oversees studies and analyses of government-wide and private sector policies and programs in performance management and compensation with the objective of supporting GAO's goal of remaining an exemplary employer.

Qualifications

Applicants must have one year (52 weeks) of specialized experience at the next lower level, equivalent to the PT-III, PE-IIB, MS-I or GS-14 grade level in the Federal Service which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience must demonstrate expert knowledge in the areas of performance management and/or pay and compensation management as well as knowledge of evaluation techniques and project management principles. Examples of specialized experience include: updating and/or developing human capital policies; evaluating the efficiency and effectiveness of various human capital policies and programs; and researching best practices, trends and laws and incorporating this information into policies and procedures to enhance organizational effectiveness and support agency goals.

  • Knowledge of new legislation, draft legislation, and Federal regulations that apply to the assigned program area to determine potential impact on planned and on-going projects and to forecast changes in program requirements.
  • In-depth knowledge of the program directed and broad knowledge of other related programs and functions to coordinate work products or services.
  • Skill in developing and maintaining effective working relationships and partnerships within GAO and with external parties having mutual interests
  • Skills in communicating and collaborating with a wide range of personnel including both technical and non-technical representatives throughout GAO and with representatives of other Federal agencies and professional organizations.
  • Knowledge of possible business process trends to identify possible applications for products or services throughout GAO or other venues.
  • Knowledge of supervisory and managerial concepts and principles.
