The Quality Systems Programmer & Administrator (QSPA) performs professional & technical work relating to designing, modifying, & adapting existing & new software solutions in support of case management & related operational functions. The incumbent collaborates with end users to analyze their needs & to implement enhanced case management and operational solutions. The QSPA also coordinates & collaborates with other internal and external judiciary staff & technical program vendors & contractors.

Electronic Case Systems Management: Serve as primary technical administrator for the court's electronic filing & case management system within the CO. Schedule, monitor, & manage updates & maintenance to the case management system & dictionary. Identify & implement the appropriate event modifications, creations, & deactivations. Coordinate the testing of new releases & system updates to ensure the continuity & quality of system operations. Coordinate, schedule, & implement system new releases, hot fixes, database updates, & maintenance with relevant ITO staff to minimize operational disruptions & maximize system functionality. Anticipate, plan, & implement new operating procedures. Develop & maintain documentation of system changes & related procedures.

Application Development: Translate business user requirements into technical design & implementation, confer with court technical staff & end users to design, enhance, & develop case management supporting applications. Develop & implement application project management plans to support application installations, upgrades, & maintenance. Write & modify code to specifications, develop technical & end user documents, & develop custom reports.

Application Maintenance & Support: Perform troubleshooting & problem solving on case management supporting applications & systems, including emergency & after-hours support as needed. Provide end user support for supported applications & collaborate with non-technical staff on developing end user training & resources for supported applications. Design, modify, adapt, & enhance existing software to correct faults, allow adaptation to new hardware, or to improve performance of the software.

Reporting & Data Management: Develop, enhance, & maintain real-time reporting & analysis capabilities for case management data & related systems. Create & modify complex SQL queries & scripts from relational databases. Review, analyze, & migrate data from legacy database systems into current database environments.

Deputy Clerk Responsibilities: Communicate & respond to judges, chambers staff, & management requests regarding court operations. Comply with all applicable policies & procedures, internal controls, and conduct and confidentiality guidelines.

This is an Excepted Appointment and At-Will position. Federal government civil service classifications or regulations do not apply. All offers of employment are provisional pending successful completion of a background check or investigation and a favorable employment suitability determination. This position is subject to Electronic Funds Transfer (EFT) for payroll deposit.

Must be a U. S. citizen or eligible to work in the United States. Non-citizens may be interviewed and considered for employment, but employment offers will only be made to individuals who qualify under one of the exceptions in 8 U.S.C.§ 1324b(a)(3)(B). Under 8 U.S.C.§1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so.

Qualifications

    CL-27 ($58,189 - $94,593): At a minimum, candidates must possess two years of specialized experience or a bachelor's degree from an accredited college or university and at least one of the following superior academic achievements:
  • An overall "B" grade point average equaling 2.90 or better of a possible 4.0;
  • Standing in the upper third of the class;
  • "3.5" average or better in a computer science, information systems, operations management or similar major field of study that would prepare a candidate well to perform in this position; or
  • Election to membership in Phi Beta Kappa, Sigma XI, or one of the National Honorary Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies.
    • CL-28 ($69,756 - $113,362): At a minimum, candidates must possess two years of specialized experience or a master's degree from an accredited college or university in computer science or other field closely related to the subject matter of this position. CL-29 ($82,928 - $134,833): To be considered for this level, candidates must possess two years of specialized experience and the completion of the requirements for a bachelor's degree from an accredited college or university in computer science or other field closely related to the subject matter of this position.
    For qualifications purposes, specialized experience is defined as: Progressively responsible technical experience directly related to the duties and responsibilities of the position. Examples may include experience designing, implementing, programming, and maintaining operational systems or applications; performing system testing and analysis; and/or implementing system improvement initiatives, integrations, and updates.

    All candidates must also possess:
    • Knowledge of and programming experience with C#, Java, JavaScript, Linux shell scripts, JSP, and/or JSF/Primefaces.
    • Knowledge of and experience with HTML/XML and SQL, including complex SQL queries and scripting.
    • Knowledge of and experience in architecting, developing, testing, supporting, and documenting applications.
    • Innovative and creative problem-solving skills and the ability to effectively work with staff to define and develop solutions to business problems.
    • Ability to work independently in a team environment as well as the ability to manage multiple priorities within strict deadlines in a fast-paced environment.
    Preferred Competencies
    • Knowledge of and experience with Red Hat Linux, IBM Informix, or Apache Tomcat.
    • Knowledge of and experience with Microsoft SQL Server Reporting Services (SSRS).
    • Knowledge of and experience with SharePoint Online, Microsoft Power Platform, and Microsoft Office 365.
    • Microsoft certification in one or more of the following areas: Dynamics 365, Power Platform, Microsoft 365, or Microsoft Service Adoption Specialist.
    • Excellent working knowledge of software development trends and a proven track record of delivering high quality solutions that meet or exceed business needs.
    • Experience with "reverse engineering" existing systems.
    • Experience working in the information technology field the federal judiciary.
    • Experience with administering or program development within the federal judiciary's CM/ECF electronic case management system.
