The Quality Systems Integrator (QSI) applies quality principles to the development, integration, & administration of operational systems within the Clerk's Office (CO). The incumbent identifies appropriate software & technical solutions for quality systems & provides staff training on court systems & applications. The incumbent also collaborates with CO management & staff on process improvement initiatives & quality management integration across all functions.

System Integration: Identify CO system user requirements, gather & analyze data to determine system requirements. Research, evaluate, & recommend integration solutions, equipment, & technologies based on CO needs & to enhance CO operations. Develop & lead work & project plans as they relate to systems integration tasks. Performs as a non-technical user in Office 365 to design, build, synthesize, & implement technological enhancements to CO operations with SharePoint Online, Power Platforms & Dynamics 365. Provide end user troubleshooting, maintenance, & training on resulting quality systems. Serve as primary CO liaison to the court's ITO, case systems staff at the Administrative Office of the U.S. Courts, & technical program vendors & contractors.

Quality Engineering: Design, install, & evaluate quality assurance process sampling systems, procedures, & statistical techniques. Draft technical instructions, plans, workflows, & other systems integration-related documents. Recommend revision of quality standards & assist subject-matter expects in formulating quality assurance policies & procedures. Interacts with all other operational functions & with internal stakeholders on quality-related issues.

Program Analysis: Collect, review, audit, & analyze data & information related to court operations functions. Review, recommend & assist with the development & implementation of projects, processes & changes designed to improve overall quality, quantity, & efficiency of court operational functions as needed.

Systems Training: Develop & deliver staff training materials & programs on Microsoft 365 applications & court systems, as well as in-service workshops on technical & operational topics. Conducts training on quality assurance concepts & tools.

Deputy Clerk Responsibilities: Communicate & respond to judges, chambers staff, & management requests regarding court operations. Answer procedural questions for judges, staff, & the public. Communicate clearly & effectively, both orally & in writing, to explain complex operational matters & concepts to individuals & groups with varying experience & backgrounds. Develop, implement, & maintain written procedures for assigned functions. Comply with all applicable policies & procedures, internal controls, and conduct and confidentiality guidelines.

This is an Excepted Appointment and At-Will position. Federal government civil service classifications or regulations do not apply. All offers of employment are provisional pending successful completion of a background check or investigation and a favorable employment suitability determination. This position is subject to Electronic Funds Transfer (EFT) for payroll deposit.

Must be a U. S. citizen or eligible to work in the United States. Non-citizens may be interviewed and considered for employment, but employment offers will only be made to individuals who qualify under one of the exceptions in 8 U.S.C.§ 1324b(a)(3)(B). Under 8 U.S.C.§1324b(a)(3)(B), a lawful permanent resident seeking citizenship may not apply for citizenship until he or she has been a permanent resident for at least five years (three years if seeking naturalization as a spouse of a citizen), at which point he or she must apply for citizenship within six months of becoming eligible, and must complete the process within two years of applying (unless there is a delay caused by the processors of the application). Non-citizens who have not been permanent residents for five years will be required to execute an affidavit that they intend to apply for citizenship when they become eligible to do so.

Qualifications

    CL-27 ($58,189 - $94,593): At a minimum, candidates must possess two years of specialized experience or a bachelor's degree from an accredited college or university & at least one of the following superior academic achievements:
  • An overall "B" grade point average equaling 2.90 or better of a possible 4.0;
  • Standing in the upper third of the class;
  • "3.5" average or better in a computer science, information systems, operations management or similar major field of study that would prepare a candidate well to perform in this position; or
  • Election to membership in Phi Beta Kappa, Sigma XI, or one of the National Honorary Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies.
    • CL-28 ($69,756 - $113,362): At a minimum, candidates must possess two years of specialized experience or a master's degree from an accredited college or university in information systems, computer science, operations management, or other field closely related to the subject matter of this position. CL-29 ($82,928 - $134,833): To be considered for this level, candidates must possess two years of specialized experience and the completion of the requirements for a bachelor's degree from an accredited college or university in information systems, computer science, operations management, or other field closely related to the subject matter of this position.
    For qualifications purposes, specialized experience is defined as: progressively responsible technical or operational experience directly related to the duties & responsibilities of the position. Examples may include experience designing, implementing, & maintaining operational systems; administering system improvement initiatives; quality control management; & training, &/or system integration, evaluation, & analysis.

    All candidates must also possess:
    • Knowledge of & experience with SharePoint Online, Microsoft Power Platform, & Microsoft Office 365.
    • Innovative & creative problem-solving skills & the ability to effectively work with staff to define & develop solutions to business problems.
    • Exceptional ability to communicate technical concepts to non-technical staff.
    • Ability to work independently in a team environment as well as the ability to manage multiple priorities within strict deadlines in a fast-paced environment.
    Preferred Competencies
    • Microsoft certification in one or more of the following areas: Dynamics 365, Power Platform, Microsoft 365, or Microsoft Service Adoption Specialist.
    • Certification in project management (PMP or other PMI certification).
    • Certification in quality standards (CQE or other ASQ certifications, Six Sigma/Lean).
    • Experience in using HTML, JavaScript, or SQL.
    • Experience working in the federal judiciary & using the federal judiciary's CM/ECF electronic case management system.
