The Build America Bureau is responsible for driving transportation infrastructure development projects in the United States. The Bureau streamlines credit opportunities and grants and provides access to the credit and grant programs with more speed and transparency, while also providing technical assistance and encouraging innovative best practices in project planning, financing, delivery and monitoring.

Responsibilities

As a Financial Analyst, you will:
  • Work with the TIFIA/RRIF lead for credit negotiations and assigned DOT financial and engineering staff, write the Project Monitoring Plan for each TIFIA/RRIF credit agreement. This plan provides the blueprint for all activities related to oversight and must be coordinated extensively among all relevant DOT staff.
  • Review monthly reports from the construction contractor, the borrower, the independent engineer (or lender's technical representative) and DOT engineering staff to identify issues of concern that could prevent project completion within the approved budget.
  • Participate as the TIFIA/RRIF representative on the oversight group, if any, formed to protect the interests of the senior lenders during the life of the senior loan. Although the interests of all lenders usually are aligned, the interests of TIFIA/RRIF as a subordinate lender may diverge on occasion from those holding the senior debt.
  • Be responsible for reviewing and accepting annual financial plan updates from the borrower. The review is coordinated extensively among DOT financial and engineering staff located in both field and headquarters offices.
  • Monitor compliance with debt service coverage or loan life coverage ratios and rate covenants. As applicable, monitors compliance with requirements under a calculations and forecasting agreement.
  • Be responsible for reviewing and evaluating financial models and forecasts (as well as assisting in the preparation thereof), particularly sensitivity analyses of Borrower's base case models, that may be required in any refinancing or restructuring of a distressed credit.
  • Coordinate annual review of the borrower's loan amortization schedule to ensure it reflects all disbursements and payments and accurately calculates the loan balance. Provide copies of loan amortization schedule revisions to the borrower.
  • Participate in and/or lead the TIFIA/RRIF team in restructuring or refinancing TIFIA/RRIF loans and/or any other project debt with minimal senior supervision.
  • Oversee the review, execution and delivery of amendments, consents and waivers to the TIFIA/RRIF Credit Agreement and obtaining all necessary internal approvals.
  • Review and evaluate financial models and forecasts; assist in preparation for sensitivity analysis.

The ideal candidate is experienced in analyzing cash flows, revenue projections, and financial ratios; evaluating credit and financial risks in project finance and public finance transactions; working with complex project structures and legal documentation in transportation and infrastructure finance. The individual has experience with or can learn how to implement this skillset to work on Federal credit programs operating under the Federal Credit Reform Act of 1990.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in financial and business principles that include at least two of the following: accounting/financial analysis; corporate debt/municipal debt (either as a lender or borrower/issuer); credit analysis; or portfolio management.
  • Experience in structuring or restructuring project finance or transportation/infrastructure finance transactions.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience in financial and business principles that include at least three of the following: accounting/financial analysis; corporate debt/municipal debt (either as a lender or borrower/issuer); credit analysis; or portfolio management.
  • Experience in managing the structuring or restructuring of project finance or transportation/infrastructure finance transactions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Technical Competence - Transportation Infrastructure/Project Financial Analysis (i.e., Knowledge of the principles, methods, and techniques of infrastructure/project financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data).
  • Capital Planning and Investment Assessment - Knowledge of the principles and methods of capital investment analysis or business case analysis, including return on investment analysis.
  • Risk Management - Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
  • Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  • Federal Funds Processing - Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
