Responsibilities

The incumbent serves as an analyst for assigned programs, projects and/or major continuing areas of responsibility involving the development, deployment, and critical problem resolution for a series of cross-component portfolio teams in key DHS mission areas as assesses, analyzes, and devises courses of action to address capability needs and gaps. The nature of the work is such that it can be performed on the basis of knowledge and professional competence.

Works with management and officials at multiple levels of DHS; leadership of other Federal, State, local government agencies; private sector clients and vendors on DHS matters. Provide development and awareness of decision needs, functional capacity and data resources to deliver relevant and timely risk and decision analytics to meet the decision requirements of partners across the homeland security enterprise. Provides the development of products ranging from those that detail strategic risk considerations to those that detail planning support to homeland security operations in order to provide direct and immediate analytic support to decision requirements across the enterprise. Prepare briefings and share information with key stakeholders and develop communications material. Provide provision of high-quality, short-turnaround recommendations and risk analysis support to stakeholders and decision makers on their time-lines. Provide the development of analyses and products to define and shape alternatives for establishing effective strategies; defining strategic capability requirements; determining programming priorities; informing acquisition decisions; and informing resource allocation decisions.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
