Responsibilities

The U.S. Secret Service is seeking retired (CSRS/FERS) individuals to support our integrated mission and immediately impart their knowledge and experience to the current workforce. If re-employed under a Dual Compensation Hiring Authority with an OPM approved salary off-set waiver granted to the Secret Service, annuitants are able to earn their full salary and their full annuity without penalty.

GS-13 Typical work assignments include:
  • Performing a wide variety of administrative and analytical duties related to budget formulation, justification, presentation, execution, and review of financial status for the U.S. Secret Service; and preparing findings, analyses, reports, and recommendations.
  • Interpreting budgetary policies, coordinating and planning budget services, management of resources, and forecasting budgetary trends and activities; and providing subject matter expert guidance across the Budget portfolio in the areas of budget justification, analytics and integration.
  • Developing cost factors, ratios, tests, and other mathematical modules to evaluate the current financial status, and to determine the cost-benefit of alternative budget and program actions; and integrating data from both justification and execution elements to build detailed analysis for leadership decisions.
  • Providing advice and assistance to managers in the development and presentation of budget requests; drafting and issuing interpretations of Departmental and OMB budgetary guidance; and providing budgetary adjustments and developing complex strategies, narratives and statistical materials for the Federal budget and programs use by senior management officials.

GS-14 Typical work assignments include:
  • Reviewing and developing cost factors, ratios, tests, and other means of evaluating the status of funds for assigned areas of responsibility.
  • Revising plans, policies, guides, and evaluating the development and interpretation of methods and procedures for budget execution.
  • Providing authoritative interpretation of OMB and GAO policies and instructions on those policies to the Budget Officer, Financial Manager and the Chief Financial Officer.

Qualifications

Basic Qualification:

You must demonstrate at least one (1) year of the defined Specialized Experience.

Specialized Experience

GS-13: You qualify for the GS-13 level (starting salary $102,663) if you possess one year of specialized experience at the GS-12 grade level performing duties such as: performing a variety of analytical and technical administrative functions, i.e., budget formulation, justification, presentation, execution, and review of financial status reports.

GS-14: You qualify for the GS-14 level (starting salary $121,316) if you possess one year of specialized experience at the GS-13 grade level performing duties such as: formulating and monitoring the execution of long-range detailed forecasts and plans to fund programs and projects; reviewing funding requests; determining availability of funds; and applying principles of funds certification to purchase requests and interagency agreements.
