This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Serves as a Contract Administrator assigned to a team responsible for the administration of government contracts/grants/agreements for one or more contractors
  • Incumbent is assigned a group of contracts for which the employee performs the full range of contract functions, up to the point of signature to include contract/grants/agreements, contract administration and contract closeout
  • Reviews new contracts to assure all necessary clauses have been included.
  • Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • Coordinates with the buying office on contractor's requests for waivers or deviations from contract terms.
  • Reviews requests and meets with the contractor to assure understanding of the requirements.
  • Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.
  • Research policies and performs substantial coordination, integration and implementation of contract administrative services.
  • Performs various contract administration functions, including resolving canceling funds, funds reconciliation, contract closeouts, database integrity, and verifying contractor progress for approval of contract financing, and problem solving.

  • DoD Civilian Employee Overseas Emergency Essential Position Agreement is required.
  • Must be able to possess and maintain a Government Travel Card.
  • Selectee is required to be exempt from recall to the military Reserves or recall to active duty for retired military
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.


Qualifications

To qualify for a Contract Administrator, your resume and supporting documentation must support:
  • Basic Contracting Requirement:
    • A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR
    • B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector.
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • GS-11 : Applying Federal statutes, the Federal Acquisition Regulation (FAR) to administer a group of complex contracts; using negotiation and communication techniques in order to conduct post award negotiations and a variety of contractual agreements; applying cost and price analysis techniques sufficient to compare proposals; applying business and industry practices to identify factors affecting contractor's costs; to understand commercial pricing policies, use of catalogues, comparative analysis, and price based techniques; and to conduct on-site surveys to assess contractor's ability to perform; and applying cost accounting standards and accounting practices in order to review and draw accurate conclusions on contract provisions.

C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:
  • GS-11 : Three (3) full academic years of progressively higher level graduate or Ph.D. or equivalent doctoral degree.


Education

If the position has a minimum education requirement and/or you are using education to qualify in lieu of specialized experience, you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

This is a permanent GS-11 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-12 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level.

If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-11.

Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-11 grade level.

This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service.
