Responsibilities

At the entry level of this position, you will:
  • Possess a working knowledge of and receives on-going training on Federal assistance statutes, applicable Executive Orders, various Office of Management and Budget (OMB) Circulars and EPA assistance regulations, policies and published guidelines.
  • Serve as a liaison and principal point of contact for decisions regarding receipt, award, management, and closeout of Headquarters assistance projects. The incumbent provides interpretation and clarification in difficult cases on all Environmental Protection Agency (EPA) administrative regulations, statutes and related policies for Headquarters assistance.
  • Manage an assistance (grants and cooperative agreements) workload and/or interagency agreements (IAs) including receiving and reviewing applications, processing, and assistance agreements/IAs for award, monitoring, and performing post-award management activities, and closing out projects.
  • Perform legal and administrative reviews of all assistance applications; determines compliance with EPA administrative regulations, statutes, and related policies for Headquarters assistance.
  • Provide assistance to EPA Headquarters technical, scientific, and administrative staff and recipients and applicants in interpreting Agency policies and regulations such as Office of Management budget Circulars, payment procedures, and assistance versus acquisition issues.

If you are selected, you may be required to complete a one-year probationary period.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as processing financial assistance or interagency agreement documents, knowledge of Federal assistance regulations and guidance, and communicating with customers
- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position
- OR an equivalent combination of education and experience.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1. Ability to learn, through on-the-job or formal training, and apply specific assistance and fiscal regulations, directives, statutory authorities, guidance documents, and procedures to assistance management. 2. Knowledge of grant types, methods, and techniques including fees, cost sharing arrangements, multiple awards, special provisions, and rights in data. 3. Knowledge of pre-award funding, post award activities, and closing out of projects. 4. Ability to determine administrative, fiscal, and legal compliance of all applicable assistance regulations by the assistance recipient and program officials. 5. Skill in techniques to conduct negotiation and to meet and deal with high level business, industry, scientific, and/or Government officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
