Responsibilities

As a TRAINING ADMINISTRATOR you will be responsible for the following duties:
  • Serve as a technical expert on employee and leader development programs and operations.
  • Provide technical advice and assistance to management officials, supervisors, human resources specialists, and other DCSA civilian employees on determining development needs.
  • Administer long-range strategic and operational plans and projects to satisfy specific training requirements and/or accommodate multiple organizational needs while adjusting workload and resources to meet program demands.
  • Administer and manage existing and future programs, courses, events, initiatives, and activities aligned under the HCMO/Employee & Leader Development (ELD) Division including but not limited to team engagement, coaching, mentoring, outreach initiatives, and DoD and DCSA Long-Term and Special Training programs.
  • Administer and manage the agency Career Map programs and the Adjunct Facilitator program supporting ELD programs.
  • On a recurring basis assist with and participate in delivery of New Employee Experience (NEX) program and/or other programs as developed and implemented.
  • Responsible for crafting divisional recruitment, advisements, informational communications, applicant review and vetting, and acceptance through program POCs as appropriate for each program or assignment tasking. Monitor and report on return on investment.

A. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

B. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 04/19/2021. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Experience administering and managing employee development programs or other learning programs with minimal guidance or supervision.
  • Experience as senior instructor or facilitator for in-person and virtual training.
  • Experience with coaching, mentoring, or Career Map programs.
  • Experience developing and delivering virtual instruction using delivery systems such as Adobe Connect, Blackboard Collaborate, Canvas Studio, MS Teams, or Moodle.
  • Experience developing and administering learning programs using ADDIE (Analysis, Design, Development, Implementation, and Evaluation) or similar methodology.

Specifically you will be evaluated on the following competencies:
  • Education / Training Program Administration: Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning.
  • Education Consultation, Coaching and Collaboration: Provide consultation, coaching and collaborative opportunities to implement research-based, learner-centered instructional practices to foster professionalism, improve learning outcomes, and support transfer of learning into practice.
  • Instructional Delivery and Learner Development: Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.
  • Learning and Program Evaluation: Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
