Responsibilities

As a SUPERVISORY IT SPECIALIST (INFOSEC) you will be responsible for the following duties:
  • Serve as the Authorizing Official (AO) for the NISP on classified contractor information systems.
  • Review and approve risk management framework (RMF) accreditation packages of classified contractor systems to ensure adherence to DCSA and Office of the Secretary of Defense (OSD) policies and procedures. Issues accreditation documents as the AO. Ensures security plan errors and/or omissions are properly documented and communicated to contractors in a timely manner in accordance with DoD and DCSA requirements.
  • Professionals (ISSP) and ISSP Team Leads (TL) in support of the accreditation of Industry classified systems as well as subsequent inspections.
  • Work with Regional and IO management to develop short and long-range goals and objectives in conjunction with projected changes in Federal law or in DoD Directives that have, or may have, an impact on functions. Establishes field goals and objectives, and periodically assesses progress toward meeting these goals throughout the field.
  • Oversee quality assurance reviews of system security plans by ISSPs to ensure adequate performance of their duties.
  • Provide advice and consultation on information systems security issues to the DCSA leadership, including recommendations for development and formulation of Information System Security policies and procedures.
  • Plan, implement, and communicate broad, complex, and often controversial programs or changes to existing programs that require coordination with DCSA management.
  • Represent DCSA in meetings, conferences, and on committees regarding information systems security.

Qualifications

This position has a Basic Requirement for the 2210:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Providing guidance, mentoring and direction to the Information System Security Professionals (ISSP) and ISSP Team Leads (TL) in support of certification and accreditation (C&A) of Industry classified systems as well as subsequent inspections; Providing advice and consultation on information systems security issues to the DCSA leadership, including recommendations for development and formulation of Information System Security policies and procedures; Overseeing quality assurance reviews of system security plans; Analyzing and evaluating techniques to understand, respond to, and solve complex information systems security requirements and problems.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
