Responsibilities

  • Your responsibilities as a management analyst in the Investigative Support division include the following:
  • Exercises technical expertise by conducting in-depth and extensive studies and reviews that assess and evaluate immediate, recurring, ad hoc or other pertinent conditions and trends that impact current, significant and/or sensitive OIS matters.
  • Improves the efficiency and effectiveness of OIS case support planning and execution by developing cutting edge applications of analytical tools and development of related software programs.
  • Trains enhanced management processes and investigative analytical techniques to OIS management and staff in a clear and convincing manner.
  • Creates/revises processes and presentations OIS uses to make investigations more efficient and effective.
  • Enhances processes and presentations OIS auditors use to educate FAO auditors on how to identify potential fraud while performing their audits, and how to report it.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as planning, leading, monitoring, and reporting on special audit or contract fraud-related projects; AND applying analytical principles and tools to evaluate audit or contract fraud processes and systems to recommend positive changes; AND developing and implementing procedures, systems, or data analytics models using Power BI and other auditing/financial software for assessing the effectiveness of workload requirements and for financial analysis; AND reporting findings and making written recommendations that are adopted by management.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). This position is within Headquarters, Defense Contract Audit Agency (DCAA), Operations Directorate (O), Investigative Support (OIS).

The principal mission of Defense Contract Audit Agency's Investigative Support Division, (OIS) is to provide accounting and financial advisory services to investigative agencies and the Department of Justice in civil and/or criminal contract fraud investigations. Our investigative support division has the unique experience of auditing contractor data and as such are experts in understanding contractor systems, accounting documentation, and contracts.

Initial Probationary Period: You will be required to serve an initial probationary period of 2 years if one has not already been completed.

Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level. You will be subject to a random counterintelligence scope polygraph.

Drug Testing: : This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment.

Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP.
