Fairfax County is one of the largest jurisdictions in the Commonwealth of Virginia with over 1.1 million people. This urbanizing county has a history of stable political leadership, effective citizen engagement, and outstanding service delivery. The county recently completed an effort to modernize and update its 40-year-old Zoning Ordinance. This project known as zMOD includes the creation of new use categories and standards that accommodate new concepts and emerging trends as well as creating a new, streamlined, user friendly document that will be usable on multiple electronic platforms. The new Zoning Ordinance will be effective July 1, 2021 and implementation in advance of the July 1, 2021 effective date is ongoing. Fairfax County is seeking to fill an Assistant Zoning Administrator position (Senior Deputy Zoning Administrator) in the Zoning Administration Division of the Department of Planning and Development. The Assistant Zoning Administrator position in the Ordinance Administration Section is one of two Senior Deputy Zoning Administrator positions that report directly to the Zoning Administrator/Division Director and assists in the management and oversight of the Zoning Administration Division. The Ordinance Administration Section is responsible for the interpretation and administration of the county’s zoning ordinance, including use determinations, compliance letters, appeals of Zoning Administrator determinations, ordinance amendments and other responses to inquiries. This position will assist the Zoning Administrator in the ongoing implementation of the new ordinance and will have direct oversight over one or more branches/workgroups within the Ordinance Administration Section.

Skills and Abilities:
  • The ideal candidate should have proven knowledge and experience in the administration and interpretation of zoning and other development related codes and ordinances; have supervised and mentored staff; and supported training and continuous learning for those in their organization.
  • Demonstrate leadership capabilities necessary to manage a diverse group of professional planners in the administration of the county’s new zoning ordinance and be able to bring innovative ideas and approaches that will benefit the department and county.
  • The senior deputy will be an effective liaison across departments and functions; between customers and staff; and, between elected officials and staff.
  • Expected to be approachable, a strong communicator and problem solver, and an individual who can establish and maintain effective relationships with all stakeholders.
  • Skilled at establishing and maintaining operational efficiencies and providing excellent customer service to all stakeholders.

Specific areas of responsibility include:
  • Provides general oversight, as assigned by the Division Director, of one or more of the branches within the Ordinance Administration section which include ordinance amendments, response to inquiries/use determinations and appeals.
  • Establishes goals, standard operating procedures, and performance metrics for the Ordinance Administration section.
  • Oversees development and implementation of staff training programs on zoning ordinance and other code provisions.
  • Manages general personnel issues for assigned branch(s), including work force planning, employee relation issues; coaching staff on performance related issues, and preparation/ review of annual performance evaluations.
  • Serves as the Department’s liaison and contact for the county’s legislative team during state general assembly session.
  • Serves as the FOIA coordinator and records manager for the Division.
  • Acts on behalf of the Zoning Administrator at meetings with elected and appointed officials, industry stakeholders, citizens, and other county agencies on complex and high- profile zoning related topics and issues; and, serves as a technical and policy advisor to the zoning administrator, agency director and other county officials on zoning and other related activities.
  • Assists the Zoning Administrator/Division Director develop goals, strategies and a work culture that embraces principles of high performance and service and supports the overall mission of the Department.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university in a planning-related field; plus five years of increasingly responsible experience in a zoning administration organization, which includes responsibility for zoning enforcement, zoning ordinance administration, and or zoning permit review. A Masters degree may be substituted for one year of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Master’s degree in planning, public administration or closely related field, plus more than seven years of increasingly responsible professional experience including three years of supervisory and/or project management experience in zoning administration to include researching best practices and writing zoning ordinance amendments, preparing and presenting appeals of zoning determinations, and conducting research, analysis, interpretation or application of specific ordinance requirements. Experience in the development of training materials, web content and other customer outreach tools on zoning topics. Strong presentation skills, particularly to boards, authorities, commissions and task force or citizen advisory groups. Understanding of Virginia planning and zoning enabling legislation.

PHYSICAL REQUIREMENTS:
Position is primarily sedentary; however, employee may be required to do some walking, standing, bending, and carrying of items under 15 pounds in weight. Work requires the ability to operate computer equipment and the ability to communicate clearly. Must be able to make site visits. All duties performed with or without reasonable accommodations.
