Responsibilities

As a Supervisory Human Resources Specialist for the Labor and Employee Relations staff, you plan, organize and provide administrative and technical supervision necessary for accomplishing the work of your assigned staff. You perform human resource management functions relative to your staff; provide leadership and direction in the development and coordination of assigned functions or tasks, including analyzing and evaluating the effectiveness of assigned projects in fulfilling established goals and objectives.

Your major duties and responsibilities include:
  • Providing expert consultation and advice to Agency senior level management officials on program administrative and technical issues, concepts, programs, laws, etc. for the following HRSA programs: Employee Relations, Labor Relations, Program, Telework, Voluntary Leave Transfer Program, and Unemployment.
  • Developing, recommending and implementing labor and employee relations program policies, procedures, and activities designed to advance and expedite accomplishment of key operations and management objectives.
  • Analyzing current issues and program concerns, and recommending methods, procedures, and policies to improve program management and operations.
  • Establishing mechanisms to ensure consistency in interpreting and applying labor and employee relations policies, practices, procedures, directives, collective bargaining agreements, etc.

In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

Providing expert advice and guidance to senior management officials in resolving highly complex and difficult employee relations issues (e.g., employee discipline and conduct regulations, leave administration, performance management , grievances, adverse actions, and third-party actions, agency policies, past precedents, and other guidelines) in accordance with federal laws, regulations, and policies; analyzing broad and/or complex federal human resources laws, regulations, and policies related to employee and labor relations, including collective bargaining agreements to advise top agency officials and recommend program improvements; and, training staff members on federal legislation and organizational regulations and policies, either new or proposed, having a direct impact on the employee and labor relations program in order to ensure consistency and compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

HUMAN RESOURCES ADVISOR - Applies knowledge of human resource policies & procedures (e.g., Title 5, Title 42, Title 38, Senior Executive Service, hiring authorities, etc.) to advise and assist managers in staffing, position management, compensation, etc. RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
