Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the ST-APF-W3U2AA US ARMY FUTURES AND CONCEPTS CTR. Serve as the Chief, Security Branch, for the Army Futures Command (AFC) Futures and Concepts Center (FCC).

Responsibilities

  • FCC Command Security Manager and Security Branch Chief. Evaluate security program resources within FCC and initiating programming, budgeting, (QSEC) and manpower actions to address requirements.
  • Manage the security workforce across the breadth of security program.
  • Security program areas include Foreign Disclosure, Information Security (INFOSEC), Personnel Security (PERSEC), NATO Security, Sensitive Compartmented Information (SCI), Special Access Programs (SAPs), Physical Security (PHYSEC).
  • Program areas continued: Security Education Training Awareness (SETA), Technology Protection (TECH PROTECT), Industrial Security (INDUSEC), Communications Security (COMSEC), Technical Security Countermeasures.
  • Program areas continued: Intelligence Oversight, Operations Security (OPSEC), Counterintelligence, and Information Security.
  • Responsible for overall policy development, program planning, and the direction and evaluation of FCC Security activities.
  • Provide guidance to FCC and its major subordinate organizations regarding the General Defense Intelligence Program (GDIP), and Security and Intelligence Activities (S and IA).
  • Establish policy regarding the Command's Security activities and programs; ensuring that these are consistent with overall Army and AFC policy, as well as with DCI and DoD guidance.
  • Revise policy as appropriate to meet changing guidelines and environment. Ensure proposed changes to policy and guidelines are evaluated in light of their impact upon FCC Security activities, and that this impact is addressed as appropriate.
  • Prepare analysis for recommended priorities to the FCC Senior Leadership, and plans and conducts reviews of base and initiatives of the Command's Security S and IA GDIP, and various Security funding submissions.
  • Work with the AFC staff and subordinate organizations to develop new program initiatives to ensure that FCC Security programs are adequately resourced to meet the changing operational environment in response to new issues and problems.
  • Perform fully administrative and technical supervisory functions as first line supervisor for employees engaged in security program administration.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. Must be able to obtain Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized experience is defined as researching, interpreting and applying security and intelligence technical methods, policies, regulations, and procedures to provide advice and guidance on multi-discipline security program areas to include Personnel Security (PERSEC), Information Security (INFOSEC), Foreign Disclosure (FD), Industrial Security (INDUSEC), Special Security functions, and Sensitive Compartmented Information (SCI). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13) and must be equivalent to one year or more of experience.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
