This Position is placed in the Chief Financial Office, Accounting and Financial Reporting Division at the Defense Counterintelligence and Security Agency (DCSA) located in Quantico, VA.

Responsibilities

As a ACCOUNTANT you will be responsible for the following duties:
  • Responsible for the compilation, review, analysis, preparation, and submission of the DCSA financial statements.
  • Responsible for providing financial management, analysis, oversight, and compliance over financial transactions posted to the accounting system to
  • Ensure accuracy and propriety of general ledger accounts reported on the DCSA Trial Balance.
  • Adheres to generally accepted accounting principles, federal laws, DOD Financial Management Regulations, and Office of Management and Budget (OMB) guidance.

Qualifications

This position has a Basic Requirement for the 0510: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    Specialized experience required for this position is:
    • Include compiling, reviewing, analyzing, preparing, and submitting of the financial statements.
    • Providing financial management, analysis, oversight, and compliance over financial transactions posted to the accounting system to ensure accuracy and propriety of general ledger accounts.
    • Adhering to generally accepted accounting principles, federal laws, Financial Management Regulation and the Chief Financial Officers Act.
    Specifically you will be evaluated on the following competencies:
    1. Accounting Analysis: Analyze, evaluate, and review accounting data and reports using business tools and applications, and performance metrics to provide recommendations.

    2. Financial Management Systems: Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. In the context of the DoD FM Certification Program, "Financial Management Systems" only include the following systems: Accounting, Managerial cost accounting, Funds management and budgetary resources management, Funds balance with U.S. Treasury, Travel, Payroll (military and civilian), Enterprise resource planning, Budget Formulation and Planning, and Programming, Budgeting and Execution (PPBE).

    3. Financial Reporting: Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions.

    4. Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

    5. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
