Summary

This position is located in the U.S. Department of Agriculture's Natural Resource and Environment (NRE) mission area business center and reports to the Chief Operating Officer/Deputy Chief for Business Operations.

The incumbent serves as the Mission Area Senior Program Manager (MASPM) responsible for Mission Area-wide programs and projects.

Responsibilities

  • Manages and assesses progress in assigned projects/programs, including cost, schedule, and performance.
  • Provide oversight of cost estimating, program planning and budgeting for mission area acquisition planning and execution.
  • Lead integrated program/project teams (IPT) that oversee and execute the full acquisition cycle.
  • Conduct portfolio reviews of acquisition programs to ensure major or mission critical programs and other acquisition projects and programs are being managed effectively.
  • Formulate 5 year strategic plan with updated strategies for acquisition management.
  • Apply financial and acquisition governance policy and regulations.
  • Plan, and identify areas for improved efficiency, effectiveness and program integrity.
  • Implement internal program management policies and develop strategies to enhance the role of program management and managers.
  • Develop, execute, and monitor risk management strategies to address areas needing attention.
  • Establish development requirements for Program/Project Managers in managing goods and services.
  • Establish development requirements for Program/Project Managers in managing goods and services.
  • Evaluate program progress and provide recommendations, briefings and other feedback to management.

Qualifications

Specialized Experience Requirement:

For the GS-15 level: Applicants must have one year of specialized experience equivalent to at least the GS-14 grade level. Examples of specialized experience are: led program/project teams that oversaw and executed the full acquisition cycle; conducted portfolio reviews of acquisition programs to ensure they are being managed effectively; established development requirements/certifications for acquisition Program/Project Managers; provided guidance of acquisition regulations and policy; analyzed performance in relation to established goals and objectives; implemented internal program management policies and developed strategies for program management and managers; managed and assessed progress of projects/programs, including cost, schedule and performance requirements; served as source of information regarding cost estimating, program planning and budgeting.

Selective Placement Factor (Screen Out): This position requires a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Senior Level III only, no equivalents and/or substitutions will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
