Responsibilities

  • You will serve as a Captain in charge of the daily tactical assignments (emergency or routine) of a shift of firefighters for the Directorate of Operations Fire Protection and Prevention Division at Aberdeen Proving Ground, MD.
  • Directly supervising firefighters, and filling the role of the Assistant Chief in his/her absence.
  • The Captain represents the department when needed in dealing with installation or other outside agency officials on fire protection issues.
  • Interacting with other emergency officials on and off the installation in the event of an emergency response.
  • Serving on committees and assign special projects to committee members that require extensive fire protection and prevention knowledge.
  • Informing the crew of work requirements, policies and other information from the supervisor.

  • This is an Obligated Position.
  • Position may be filled by temporary promotion not to exceed one (1) year.
  • Position may be filled by temporary reassignment not to exceed one (1) year.
  • Temporary promotion/temporary reassignment may be extended up to a maximum of five (5) years.
  • Temporary actions taken under this announcement may be made permanent without further competition.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Incumbent will be required to pass entry level and annual re-certification of non punitive physical fitness program.
  • Mandatory Drug testing designated position. Individual agrees to submit to a urinalysis on a recurring basis, in accordance with AR 600-85.
  • Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • Incumbent must possess Certifications in accordance with the current version of the Department of Defense Instruction (Dodi) 6055.06M, along with authority having jurisdiction requirements.
  • Incumbent must possess and maintain a valid driver's license.
  • This position is subject to two year trial period.
  • Incumbent is subject to completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a requirement to lift up to 45lbs. in the regular performance of duties.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.


Qualifications

NOTE: This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). In accordance with 5 CFR 353 or AR 690-300, Chapter 352, the previous incumbent has reemployment rights to this position. Occupancy of this position is limited to the return of former incumbent with statutory reemployment rights under 10 USC 1586. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MP Specialized Experience Statement: Specialized Experience is defined as one year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes Experience leading assigned personnel in firefighting activities, such as search and rescue, HAZMAT incidents, crash/rescue operations and medical emergencies.

This position requires the incumbent to possess and to then maintain the following DoD, IFSAC, or ProBoard certifications: Fire Officer II, Fire Instructor I, Fire Inspector I, HAZMAT Technician, HAZMAT Incident Commander, National Registry of Emergency Medical Technicians (NREMT), or State of Maryland Emergency Medical (EMT). FIREFIGHTER SECONDARY RETIREMENT COVERAGE: This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a secondary position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage. This position is included under the provisions of Special Retirement Coverage and may have both a maximum entry age and a mandatory retirement date. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).
