Summary
This position is located in the Facilities Management Systems Division within the Office of System Modernization, Office of the Chief Information Officer, Smithsonian Institution.
The Division, in conjunction with supported user organizations, designs, and maintains automated information systems. The incumbent manages IT projects in the development, design, acquisition, test, implementation, maintenance, and modification of Smithsonian automated information systems.

Qualifications
Experience: Specialized Experience Statement(s) GS-14: You must have one year of specialized experience equivalent to at least the GS-13 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as 1) Experience applying project management principles in leading teams on highly technical projects, and 2) experience with implementing software modules and functionality for enterprise software such as IBM Tririga Integrated Workplace Management Software (IWMS) or similar, and 3) experience applying multiple business concepts and operations, in leading the design, configuration, development, implementation, and operations of large, enterprise-wide software implementations of business application software such as the IBM Tririga IWMS or other similar enterprise software application suites.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
There is no education substitution at the GS-13 level.

Responsibilities
- Leads and directs other technical staff of series (GS-2210-14 and below Information Technology Specialists) as well as multiple contractors, in project management activities including requirements gathering, analysis, design, development, configuration, testing, deployment, maintenance, and enhancement of complex and large-scale, advanced technology automated information system (AIS) projects.
- Supports the implementation of software which includes property portfolio, space management and utilization, CAD integration, leasing, geo-spatial, projects (capital, maintenance), facility assessments, reservations, building asset and inventory management facilities operations and maintenance (including call center, demand and planned work tasks, inspections, safety, and mobile technology), reimbursements and purchasing.
- Focuses on leading efforts for the requirements, configuration, design, development, implementation, deployment and maintenance of the commercial-off-the-shelf product, IBM Tririga as well as other facilities COTS and in house developed facilities management systems. Serves as a member of a cross functional team for developing, implementing, maintaining and supporting multiple IBM Tririga facilities management software and other facilities management software applications.
- Works with the development team to determine the handling of the exchange of data between legacy systems / databases using a variety of software development tools and software which include Oracle database software.
- Develops and negotiates statements of work and budgets for IT work performed by an outsourcing party. Ensures that contractors are working within scope and are performing to the spirit and letter of the contract and are delivering on time, within budget and according to federal laws and policies.
- Prepares and presents technical written proposals on IT projects for OFEO and OCIO managers as well as managers of IT functions in other Smithsonian units.
