This detail assignment will provide the opportunity to serve as Exercise & Evaluation (E&E) Branch Chief in the Plans, Policy, Evaluation Division (PPED), National Continuity Programs Directorate (NCP).

TS/SCI preferred not required.

Responsibilities

The E&E Branch is the primary point for the collection, analysis, validation, and reporting on these capabilities in support of mandated reporting to the President and informing national-level decisions regarding strategic priorities for resilience capabilities-building investments and related strategic risk management actions.

In addition to leading the Eagle Horizon Exercise Series and related exercises, the Branch oversees the National Continuity Evaluation Program (NCEP), which reviews information from across public and private sector communities. These sources include
  • National Exercise Program After Action Reports,
  • National Risk and Capability Assessment (NRCA) elements of the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR),
  • Federal Department & Agency Biennial Continuity Assessments
Duties Include:
  • Collaborating with the White House, HQ and Regional program offices as well as FSLTT partners to review data, validate observations and facilitate solutions development.
  • Conducting qualitative and quantitative research and implementing data collection strategies involving Federal State, Territorial, Tribal, & local (FSLTT) and private sector data to identify trends.
  • Developing communications materials and assisting with the document review and clearance process.
  • Leading a team of employees and contractors to implement the National Continuity Evaluation Program (NCEP), Eagle Horizon Exercise Series Program, and other exercise & evaluation initiatives.
  • Building and maintaining coalitions with key stakeholders.
  • Representing the Division and Directorate and FEMA at national-level events, negotiating with key officials within and outside FEMA on matters relating to national preparedness, and exercising authority to speak for and commit the Division to specific actions within the bounds of Agency policies and the priorities of higher-level senior staff.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications

Qualifications required:
    Experience identifying themes through qualitative and quantitative analyses of different source materials (AARs, Assessments, Test Reports, National-Level Reports, etc.). Developing and analyzing survey data. Team player mentality that values collaboration, positivity, and intellectual curiosity. High performing self-starter; takes initiative and can work with little guidance. Organized with strong attention to detail, and excellent writing/communication skills. Proven experience leading teams to manage a large, national-level program related to national preparedness and national security. Familiarity with the best practices for exercise and evaluation programs design and delivery. Proven ability to work with a diverse set of stakeholders, such as non-federal governmental entities, FEMA Regions, White House National Security Council, the Department of Homeland Security, and other Federal interagency partners.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
