Summary

This position is located in the Facilities Planning and Operations Office within the Museum's Office of Management and Museum Services (OMMS), National Museum of American History (NMAH), Smithsonian Institution (SI).

Responsibilities

  • The incumbent provides technical, advisory and other services NMAH Staff and to the various tenants within the facility, including the West Mall Zone, Office of Facilities Management and Reliability (OFMR), the Photo Services Division, OCIO, the Smithsonian Early Enrichment Centers (SEEC), Smithsonian Enterprise (SE), Concessionaires, and other contracted services.
  • Ensures compliance with Federal requirements including OSHA standards, EPA, DOE, NFPA life safety codes, building codes, consensus standards and SI directives, policies and procedures.
  • Establishes a system to track chemicals and other potentially hazardous materials from their entry into the building through their use and disposal.
  • Under the careful direction of OSHEM, develops and revises safety and occupational health guidelines and procedures for the NMAH.
  • Facilitates the museum's safety committee and ensures that all occupants of the museum are represented on the committee and conducts safety committee meetings each year for NMAH.
  • Maintains annual master schedule for all permits, licenses, METR and drills related to the overall safety of the museum.

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You must meet the following Basic Requirements:
Education
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include:

Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
OR

Certificates
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

AND

In addition to meeting the basic requirements above, candidates must also meet the specialized experience requirements as follows:

To Qualify for the GS-12 you must have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as processing purchase orders, contracts and requisitions, and purchase card transactions; applying Federal regulations to procurement processes; providing proactive customer service; maintaining accurate financial records; and using automated financial management systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week

  • Knowledge of safety and occupational health principles, practices, procedures, and standards sufficient to plan, develop, organize, direct, operate and evaluate a safety and occupational health program involving a variety of hazards encountered in aging buildings.
  • Knowledge of specialized storage methods and disposal techniques for chemicals and other hazardous materials such as lead and asbestos waste sufficient to minimize their potential for causing accidents while in storage or disposal.
  • Knowledge of a physical, chemical, and biological field hazards sufficient to apply standard safe practices, procedures, and equipment guides to laboratory and shop environments to aid in promoting the adoption of safe working patterns.
  • Knowledge of historic building design, construction standards, methods and practices sufficient to evaluate compliance with safety and occupational health criteria applicable to floor loading, elevators, illumination, ventilation, lab hood, fire protection equipment and electrical utilities.
  • Ability to communicate orally and in writing, including the ability to prepare reports, draft plans and guidelines, and respond to safety inspection reports.
