Summary

As a Program Analyst (National Outreach & Development Manager) at the GS-0343-15, you will be part of the Office of Field Programs, Equal Employment Opportunity Commission. The incumbent serves as expert and advisor to the Office of Field Programs (OFP) senior management, office program directors and district management teams, providing guidance on a broad range of complex program and policy matters affecting outreach, development, technical assistance and training.

Responsibilities

  • Coordinates with the Office of the Chair and other Commissioners on the development and implementation of new initiatives and programs and new policy issues affecting no-cost outreach, education, public information and training.
  • Provides the full range of management, oversight, direction, coordination, guidance and support for the Agency's National Outreach Development Programs. Serves as expert and adviser to the Office of Field Programs and District management teams.
  • Provides advice and guidance on a broad range of complex program, policy, procedural, personnel and management matters affecting the development and implementation of the agency's outreach development programs.
  • Analyzes and advises the Director on the positions OFP should take on policy, procedural, administrative and fiscal matters related to substantive outreach development programs.
  • Provides guidance and assistance to staff in the formulation of policy, strategy and training programs to ensure that EEOC accomplishes its mission and responsibilities.
  • Serves as advisor to the Directors of OFP and FCP on outreach, education and training program issues affecting office operations; advises on the positions OFP or the Agency should take on policy, procedural, administrative, and fiscal matters.

Qualifications

For the GS-15: You must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience includes extensive experience applying leadership principles to oversee a national program.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS- 15 level.
