Summary

This Financial Analyst is responsible for serving in a developmental capacity in which the incumbent will receive assignments that are designed to develop their skills and knowledge until reaching the full performance level of Financial Analyst GS-1160-13. Work assignments are designed to continue and further develop the incumbent's range of duties and responsibilities.

This position is located in the Small Business Administration, Office of Investment and Innovation, in Washington DC.

  • In a developmental capacity, applies general principles of accounting in the evaluation of a variety of requests from a portfolio of Small Business Investment Companies.

Salary Range:
GS-09: 60,129 to 78,167
GS-11: 72,750 to 94,581

In order to qualify for this Financial Analyst at the GS-09 grade level, you must possess one of the following options.

A. One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector. This experience included: (1) performing financial analysis of a business's financial statements; (2) identifying and communicating management structures, operations, and practices of business entities; AND (3) applying rules, regulations and policies to business operations.

B. Successfully completed a master's or equivalent graduate degree or have completed 2 full years of progressively higher-level graduate education leading to such a degree, (or have completed a LL.B. or J.D, if related) with a major field of study in: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.

C. Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.

In order to qualify for this Financial Analyst at the GS-11 grade level, you must possess one of the following options.

A. One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector. This experience included: (1) performing financial analysis of finance or credit transactions; (2) evaluating management structures, operations, and practices of business entities; AND (3) researching, interpreting, and applying rules, regulations and policies to business operations.

B. Successfully completed a Ph.D. or equivalent doctoral degree or have completed 3 full years of progressively higher-level graduate education leading to such a degree, (or have completed a LL.M., if related) with a major field of study in: finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.

C. Have an equivalent combination of the specialized experience and graduate level education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

Education

TRANSCRIPTS: To qualify based on education, you must submit a legible copy of unofficial or official transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), type of degree awarded (if applicable) and grade-point average or class ranking. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
